Memphis Property Assessor 2026: Search Tax Records & Info

Memphis & Shelby County Property Record Guide • 2026

Find Memphis Property Values, City Taxes, County Taxes, GIS and Deeds

Memphis does not have a separate city property assessor. Property appraisal for Memphis real estate is handled by the Shelby County Assessor of Property, currently Melvin Burgess. That office maintains parcel ownership, appraised value, assessed value, building characteristics, sales information and assessment records for property throughout Shelby County.

Memphis owners then deal with two separate tax systems: the City of Memphis Treasury for Memphis city taxes and the Shelby County Trustee for county taxes. Deeds, mortgages, liens and recorded land documents belong to the Shelby County Register of Deeds. This guide connects all four records so the right number is used for the right task.

Tax Relief / Freeze applications are active: New City of Memphis applicants could obtain 2026 program forms beginning July 1. For the city programs, tax and a complete application should be received by August 31 to avoid interest. The City’s published final application cutoff is October 6, 2026.
Current City Treasury phone hours: Memphis announced extended Treasury phone service during the 2026 billing season because of unusually high call volume. The City has advised taxpayers that Tax Relief and Tax Freeze information may appear together on a combined voucher this year.

Memphis has two property-tax accounts: A parcel inside Memphis can owe both Shelby County property tax and City of Memphis property tax. Paying one does not automatically pay the other.
Assessment is still countywide: Even when the property is inside Memphis city limits, the Shelby County Assessor—not City Treasury—determines the appraisal and assessed value used for local property taxation.

What Appraisal, Assessment and Tax Fields Mean

Field Meaning How to use it
Parcel ID The identifier connecting assessment, tax and land-record systems. Best field for matching City Treasury, Trustee and Register records.
Appraised Value Assessor’s estimate of market value for the applicable tax year. Compare with market evidence when questioning valuation.
Assessment Ratio Percentage applied according to Tennessee property classification. Determines how much of appraised value becomes assessed value.
Assessed Value Appraised value multiplied by the applicable statutory assessment percentage. Tax rates are applied to this number rather than full appraised value.
Tax Rate Dollars charged per $100 of assessed value. Memphis city and Shelby County tax rates are separate.
Tax District Municipality and other taxing-jurisdiction information attached to a parcel. Helps determine whether a city tax bill applies in addition to county tax.
Primary Owner Owner shown on the assessment or tax system. Useful for searching, but not a substitute for a title examination.
Mailing Address Address used for tax and assessment correspondence. Do not confuse it with the property’s physical location.
Tennessee assessment percentages

How Memphis Appraised Value Becomes Assessed Value

Residential 25% of appraised value
Farm 25% of appraised value
Commercial 40% of appraised value
Industrial 40% of appraised value
Business Personalty 30% of appraised/depreciated value
Public Utility Centrally assessed property follows state-assessed rules.
City tax Rate is applied to assessed value.
County tax Separate county rate is also applied to assessed value.
1. Appraised Value Assessor estimates fair market value.
Example residential value: $200,000.
2. Classification Determine residential, commercial, industrial, farm or personal property.
Residential ratio: 25%.
3. Assessed Value $200,000 × 25% = $50,000.
This is the taxable assessment base.
4. City Rate City tax uses Memphis’s certified rate.
2026 rate: $2.58081 per $100 assessed.
5. County Rate Shelby County separately applies its certified county rate.
Verify the current rate through the Trustee.
2026 Memphis example: A residential property with a $200,000 appraisal has a $50,000 assessed value. Using only the City of Memphis 2026 rate, $50,000 × $2.58081 ÷ 100 produces approximately $1,290.41 in city property tax before any applicable program adjustment or added charge. County tax is separate.
Most important Memphis distinction

Memphis City Tax vs Shelby County Tax

City of Memphis Property Tax

Collector: City of Memphis Treasury

2026 tax rate: $2.58081 per $100 assessed value

2026 due date: August 31, 2026

Delinquent interest: 1.5% monthly beginning September 1, 2026

Search: tax bill number + year, parcel number, owner name or property address

Shelby County Property Tax

Collector: Shelby County Trustee

Due cycle: Taxes become due the first Monday in October

Last day without delinquent interest: Last day of February following the tax year

Delinquency: March 1

Interest after delinquency: 1.5% of base tax monthly

Paying the Memphis bill does not pay Shelby County. Search both systems separately before saying that a Memphis property is “paid in full.”
Property outside Memphis: Shelby County parcels in Bartlett, Germantown, Collierville, Millington, Lakeland, Arlington or unincorporated areas can follow different municipal tax arrangements. Confirm the municipality shown in the parcel and Register GIS data.

How to Search Memphis City Property Taxes

Open the City of Memphis property-tax lookup. Use the official Memphis property-tax search.
Choose the strongest search option. Search by tax bill number and tax year, parcel number, owner first/last name or property address.
Use parcel number when possible. This is the easiest way to match the City tax account with the Shelby County Assessor and Trustee.
Open the correct property. Confirm owner, parcel number and street address before reviewing the balance.
Review the 2026 row separately. The portal shows tax year, property type, assessment, millage rate, bill number, tax assessed, interest or penalty, other charges and total due.
Check older tax years. The portal can display previous balances, including interest, penalties or other charges.
Click a tax year for payment history. Use the year link to review the record before making another payment.
Check additional City charges. Certain accounts can include weed cutting, demolition, board-up, sidewalk, anti-neglect or other property-related City charges.
Do not use the web balance for a real-estate closing. The City specifically advises users to call Treasury for a final closing balance because recent payments or refunds may not yet be reflected.
Save your payment proof. Keep the tax year, bill number, amount, confirmation and payment date.
Closing or payoff: For a final Memphis city tax balance, call 901-522-1111 rather than relying solely on the online screen.
Shelby County Trustee workflow

How to Search Shelby County Property Taxes for a Memphis Parcel

Open the Shelby County Trustee website. Visit Shelby County Trustee.
Select “Search Taxes.” The tax lookup shows parcel details, tax due, interest, fees, total balance and billing history.
Search the Memphis parcel. Use the parcel number from the Assessor or City Treasury record.
Match the primary owner and location. Compare the Trustee location field with the Assessor property address.
Review the current total balance. The Trustee separates tax due, interest, fees and total balance.
Review billing history. Older years can display tax authority, assessment, base tax, interest, fees and total due.
Check Quick Actions. Available actions can include printing notices, viewing balances due, opening legal descriptions, GIS, Assessor GIS and payment.
Watch for a Tax Sale Property Notice. If the parcel is scheduled for tax sale, the record can display the tax-sale ID and warning.
Confirm every unpaid year. A zero current-year balance does not automatically mean older tax liens are absent.
Get a current payoff when delinquent. Interest and legal fees can change the amount due.
County delinquency rule: Taxes are due the first Monday in October, the normal payment deadline is the last day of February, and delinquent interest begins March 1 at 1.5% of base tax per month.

How Memphis Property Assessment Appeals Work

Because property values are established by the Shelby County Assessor, Memphis appraisal disputes are appealed through Shelby County rather than the City of Memphis Treasury.

2026 filing window Shelby County Board of Equalization accepted Tax Year 2026 appeals from May 1 through June 30, 2026.
Filing fee The Board states that there is no fee to file a property assessment appeal.
Possible outcome The Board can increase, decrease or leave an assessment unchanged.

Evidence to prepare

  • Assessor property record
  • Assessment notice
  • Recent appraisal
  • Comparable sales
  • Closing statement
  • Property photographs
  • Repair estimates
  • Square-footage correction
  • Land-size evidence
  • Income records for income property
Missed June 30? The ordinary 2026 Board filing period is over. A later correction, back assessment, clerical error or state-level appeal can have different requirements, but it is not an automatic replacement for the regular County Board deadline.
After a Board decision: Tennessee’s statewide assessment schedule generally provides a State Board appeal deadline of August 1 or 45 days from the County Board action notice, whichever is later.
Official Shelby County Board of Equalization Review current appeal procedure, hearing information and further appeal rights.
Memphis businesses

Tangible Business Personal Property Assessment

Filing deadline The normal schedule deadline is March 1.
Assessment percentage Business personalty is generally assessed at 30% of its applicable depreciated/appraised value.

2026 Board appeal Personal-property appeals used the same June 30, 2026 Shelby County Board deadline.
Appeal evidence The Board asks personal-property appellants to submit the completed and signed 2026 Tangible Personal Property Schedule with the appeal.
Business Personal Property assistance: The 2026 Shelby County Board filing portal directs taxpayers to the Assessor at 901-222-7002 for schedule assistance.

Use Shelby County Register GIS for Memphis Parcel Research

The Shelby County Register of Deeds offers a particularly useful GIS tool because it links geographic parcel context with assessment, sales, deed and tax information.

Search by address Enter street number and street name.
Search by owner Useful when the parcel ID is unknown.
Search by parcel Best way to connect the map with tax accounts.
Search by tax map Helpful for older land descriptions and larger tracts.
View property details The map can show owner, address, parcel ID, appraisal, tax district, year built, lot, subdivision, acreage and coordinates.
Open connected records Results can provide appraisal, City tax, County tax and recent property-record links.
Map lines are not legal boundary proof: Use the recorded deed, plat and a professional survey for construction, fencing, easement or ownership-boundary disputes.
Recorded land documents

How to Search Memphis Deeds, Mortgages and Liens

The Shelby County Register of Deeds, currently Willie F. Brooks, Jr., records legal instruments affecting Memphis and Shelby County real estate.

Open the Register of Deeds website. Visit Shelby County Register of Deeds.
Start with the parcel and owner from the Assessor. Using the same parcel reduces the chance of following a deed for a similarly named owner or nearby address.
Search current and prior owner names. Include trust, estate, business and spouse names when relevant.
Review deeds and mortgages separately. A deed establishes a recorded transfer; mortgage or deed-of-trust documents can be separate instruments.
Search liens and releases. Do not assume the Assessor page will display every lien affecting title.
Compare legal descriptions. Match subdivision, lot, plat book/page, acreage and other recorded identifiers.
Use the GIS “Search Most Recent Property Records” option. The Register’s map provides a convenient bridge from parcel identification to recent recorded documents.
Get certified records when legally required. A mortgage lender, court, probate matter or title transaction may require an official certified copy.
Assessment ownership is not a title opinion: The Assessor owner field is maintained for assessment administration. Legal title questions should be researched through recorded instruments and, when necessary, a title professional.
Delinquent county tax risk

Shelby County Tax Sale: What Memphis Owners Should Check

A Memphis parcel with delinquent Shelby County taxes can eventually be scheduled for a county tax sale. The Trustee’s current tax lookup displays a Tax Sale Property Notice when a parcel is included in a scheduled sale.

County tax delinquent March 1 interest begins after the February payment deadline.
Interest grows 1.5% of base tax is added monthly.
Legal costs may apply Long-term delinquency can add lawsuit and collection charges.
Tax-sale notice Parcel can appear in a Trustee tax-sale schedule.
Sale process County tax sales are conducted online under the Trustee’s published procedures.
2026 scheduled county tax sale: The Trustee currently lists Tax Sale 2301 for October 27, 2026, with publication scheduled August 26, 2026. Properties can be removed from the schedule when payment requirements are satisfied.
Search before assuming: The Trustee’s parcel page can display the tax-sale ID, current tax, interest, fees and balance. A $100 statutory clerical fee may apply to certain tax-sale accounts even when not yet reflected in the displayed totals.
“I need the complete Shelby County payoff for parcel __________ through __________. Please confirm every unpaid year, interest, fees, lawsuit or tax-sale status and the exact amount required to clear the account.”
