What Shelby County and Memphis Property Owners Should Know Right Now

The regular 2026 Shelby County Board of Equalization filing period is closed. Real-property appeals were accepted May 1 through June 30, 2026. The Board’s 2026 special-session hearings began July 13 and continue as needed for properly filed appeals.
2025 countywide reappraisal Shelby County completed its most recent four-year real-property reappraisal in 2025. The next countywide reappraisal is scheduled for 2029.
Memphis city tax due soon The City of Memphis 2026 property-tax rate is $2.58081 per $100 assessed value. The 2026 city bill is due August 31, 2026.
County tax has a later calendar Shelby County property tax becomes payable in the fall and remains separate from the City of Memphis bill.
If the property is inside Memphis, one Assessor value can feed two separate property-tax bills: Shelby County tax collected by the Trustee and City of Memphis tax collected by the city Treasury. Paying one does not automatically pay the other.
Current Memphis deadline: 2026 City of Memphis property taxes become delinquent after August 31. The city adds 1.5% monthly interest beginning September 1, 2026.

Appraisal Market value
Assessment Ratio-adjusted value
Deed Recorded-document link
Field What it means What to do with it
Parcel ID Unique property identifier used across county systems. Copy it before searching taxes, GIS or recorded documents.
Owner Name Current ownership listing in Assessor records. Use the Register’s deed if legal title must be proven.
Property Address Physical location of the real estate. Do not confuse it with the tax-bill mailing address.
Appraised Value Assessor’s estimate of fair market value. Apply the statutory property-classification ratio to understand assessed value.
Assessed Value The taxable assessment before the tax rate is applied. Residential property generally uses 25% of appraised value.
Land / Improvement Details Property characteristics used in appraisal. Check acreage, square footage, use, age, quality and additions.
Deed Information Gateway to recorded title documents. Verify conveyance, instrument number and later records at the Register.
County Tax Shelby County Trustee billing route. Use for county balance, payment history and receipt.

2025 countywide reappraisal

What the 2025 Reappraisal Means for Shelby County in 2026

2025 Shelby County completed its latest countywide reappraisal of real property.
January 1, 2026 The 2026 assessment year uses the property’s legally relevant status and current Assessor record.
2026 updates New construction, additions, corrections, ownership changes and classification issues can still affect individual parcels.
2029 Next scheduled countywide four-year reappraisal.
2026 is not another countywide reappraisal year. A parcel can still change because of new construction, corrected data or another property-specific event.
Why reappraisal matters: reappraisal updates market values across the county. It does not by itself set the county or municipal property-tax rate; those rates are adopted separately.
Tennessee property classifications

How Shelby County Converts Appraised Value to Assessed Value

Residential Owner-occupied and other residential real property is generally assessed at 25%.
Farm Farm real property uses a 25% assessment ratio.
Commercial Commercial real property is assessed at 40%.
Industrial Industrial real property is assessed at 40%.
Personalty Tangible personal property is assessed at 30%.
Appraised value Estimated market value
×
Assessment ratio 25%, 30% or 40%
×
Tax rate ÷ 100 County or municipal rate
Residential example: a home appraised at $300,000 has an assessed value of $75,000 because $300,000 × 25% = $75,000.
Use the Official Trustee Tax Calculator Choose the property classification, enter the appraised value and use the applicable tax rate.
Critical Memphis distinction

Memphis City Tax and Shelby County Tax Are Separate

Channel 1

Shelby County Property Tax

County

Collected by Shelby County Trustee Regina Morrison Newman. The county rate is adopted separately from Memphis’s municipal rate.

  • Uses Shelby County Assessor value.
  • Search by county property record.
  • County payment deadline extends into the following February.
  • County Tax Relief and Tax Freeze are administered through the Trustee.
Channel 2

City of Memphis Property Tax

$2.58081

2026 city rate per $100 of assessed value. The 2026 Memphis property-tax due date is August 31, 2026.

  • Uses assessment certified by Shelby County Assessor.
  • Separate Memphis tax bill.
  • 1.5% monthly interest starts Sept. 1 if unpaid.
  • City payment and senior quarterly programs are separate from county programs.
Never assume the amount shown on one tax portal is the total property-tax burden for a Memphis parcel. Check both the Shelby County Trustee and City of Memphis tax systems.
Illustrative Memphis city calculation: $300,000 residential appraisal × 25% = $75,000 assessment. At the 2026 Memphis rate of $2.58081 per $100, the basic city tax calculation is approximately $1,935.61 before any applicable adjustments or relief.

How to Search Shelby County Property Taxes

Open Tax Look-Up. Use the official Shelby County Trustee Tax Look-Up.
Search the correct property. Use the Parcel ID copied from the Assessor whenever possible.
Verify Primary Owner and Location. Do not rely on a matching surname alone.
Review Tax Due, Interest, Fees and Balance. These fields show whether the account is currently paid or delinquent.
Open Billing History. Review year, taxing authority, tax due, interest, fees, total and assessment.
Print the notice or receipt you need. Use an actual Trustee tax record for proof of county-tax status.
Check older years. A property can have a current paid year while an older delinquency or legal action requires separate attention.
Useful Trustee shortcuts: current property pages can connect to the legal description, Register GIS and Assessor GIS, making the Parcel ID a practical bridge between systems.

How to Look Up the Memphis City Property Tax

Open City of Memphis Property Tax Lookup. Use Memphis ePayments Property Tax.
Choose a search method. The city allows Tax Bill Number and Year, Parcel Number, Property Owner Name or Property Address.
Parcel Number is usually the cleanest route. Copy the Parcel ID from the Assessor before opening the city lookup.
Select or review 2026. Confirm assessment, millage rate, tax bill number, tax assessed, interest/penalty, other charges and total due.
Check payment history. City detail pages allow year-by-year review of posted payments.
Do not use the internet balance as a legal closing payoff. The city warns that online data may lag and directs users needing a final closing balance to call the Treasury information line.
2026 deadline: Memphis city taxes are due August 31, 2026. Interest of 1.5% of unpaid tax accrues monthly beginning September 1.
Closing or payoff question? Call the Memphis Treasury information line at 901-522-1111 instead of relying solely on yesterday’s online balance.
Two different tax calendars

Senior and qualifying taxpayer assistance

Shelby County Tax Freeze and Property Tax Relief

65+
County Tax Freeze

Designed for qualifying senior homeowners who meet age, ownership, primary-residence and household-income requirements.

$61.9K
Freeze income reference

The current Trustee eligibility page references a $61,920 income ceiling using the applicable 2024 income period for the 2026 filing.

$37.5K
Senior / disabled Tax Relief

Current Trustee guidance references a $37,530 household-income ceiling for qualifying senior and totally/permanently disabled applicants.

APR 5
2026 filing deadline

The current county Tax Freeze and Tax Relief application deadline for the 2026 cycle was April 5, 2026 and has passed.

Freeze is not the same as Tax Relief. Tax Freeze limits qualifying county tax growth according to program rules. Tax Relief pays all or part of qualifying taxes and does not have to be repaid.
Current senior Freeze rule: the Trustee states that a qualifying new applicant’s 2026 taxes are frozen using the 2025 property-tax amount as the program base, subject to program rules and proportional increases for improvements.
Memphis municipal relief is separate. The Shelby County Trustee explains that the county office does not administer municipal Tax Relief for Memphis. Contact Memphis Treasury for city-side assistance.

Memphis senior quarterly-payment option

Qualifying Memphis homeowners age 65 or older may use the city’s quarterly-payment program when they own and occupy the residence and do not have delinquent property taxes or charges. The city lists installments on August 31, November 30, February 28 and May 31 and does not impose an income requirement for this payment program.
2026 regular filing is closed

Shelby County Assessment Appeal Path After June 30

Assessor review Verify appraisal, classification and property characteristics.
County BOE Regular 2026 filing was May 1 through June 30.
Board hearing Timely-filed 2026 cases are being heard during the Board’s special session.
State Board A qualifying further appeal generally uses the later of Aug. 1 or 45 days after county-board notice.
2026 valuation date The county’s current real-property appeal form asks for the owner’s opinion of market value as of January 1, 2026.
No county filing fee Shelby County currently charges no fee to file a Board of Equalization property appeal.
Board can move value either way The Board can affirm, decrease or increase an assessment based on the record and evidence.

Evidence that addresses the actual appeal question

  • Parcel ID
  • 2026 property record
  • Owner’s market-value opinion
  • Comparable arm’s-length sales
  • Recent appraisal
  • Building-size evidence
  • Condition photographs
  • Repair estimates
  • Classification evidence
  • Written explanation of unequal treatment
Weak appeal arguments: another parcel’s assessment, the percentage increase alone, personal financial hardship or simply saying the tax bill is too high generally does not establish the property’s correct market value.
Tax status matters: the 2026 county appeal form warns that minimum prior-year undisputed taxes must be current and that delinquent taxes can prevent a hearing.
Further State Board appeal: after a county Board decision, Tennessee generally allows appeal to the State Board of Equalization by August 1 of the tax year or within 45 days of the date the county-board decision notice was sent, whichever is later.
“I am reviewing Shelby County Parcel ID __________ for tax year 2026. The Assessor’s appraised value is __________ and my supported January 1, 2026 market value is __________. My evidence includes __________. Please confirm my Board hearing status, decision date and any remaining State Board deadline.”

How to Find Memphis Deeds, Mortgages, Liens and Recorded Property Records

Online document search Search recorded instruments by name, instrument number, book/page, file number, property information and other index fields.
Register GIS Search by address, owner, parcel or tax map and view assessment, sales, deed and tax-related information in one mapping environment.
Certified record Use the Register when an actual recorded document is required rather than relying only on an Assessor ownership display.
Copy the Parcel ID and owner name from the Assessor. This gives you a reliable starting point.
Open the Register document search. Use Shelby County Register Property Search.
Choose the most precise search type. Name, instrument number, book/page and file number are useful when those details are known.
Parcel ID and lot search has a special input rule. The Register instructs users not to enter dashes or spaces when using its parcel-ID field.
Simplify address searches. The Register advises leaving off street directions and street types; search MAIN rather than N MAIN ST.
Check later documents. A recorded mortgage or lien does not prove there was no later release, reconveyance or satisfaction.
Assessment ownership is not a legal title opinion. For a purchase, probate, boundary, lien or ownership dispute, use the recorded instruments and obtain professional title/legal help when needed.
Businesses use an annual assessment process

Shelby County Tangible Personal Property Search and Assessment

Who files Businesses with taxable tangible personal property report machinery, equipment, furniture and other assessable business assets.
Assessment ratio Tennessee tangible personal property is generally assessed at 30% of appraised value.
Annual process Personal property is appraised annually rather than waiting for the four-year real-property reappraisal.
Do not use a residential real-estate search to solve a business-personalty assessment problem. Use the Assessor’s Personal Property section and current-year schedule or forced-assessment correction route.
Mailing address and legal ownership are different

How to Correct a Shelby County Property Tax Mailing Address

Shelby County tax mailing The Trustee provides an address-change process using owner details and the Parcel ID for the affected property.
Memphis city tax mailing City tax guidance instructs property owners to have the change processed through Shelby County assessment records before the city mailing record is updated.
A mailing-address change does not add or remove an owner. Legal ownership changes require the correct deed or other recorded instrument through the Register of Deeds.
Open Trustee Address Change Prepare the Parcel ID, owner name, contact information and the correct mailing address.

Useful after every article

Find the Correct County Office

Property Appraiser, Tax Collector, Clerk, GIS, and VAB offices do different jobs. Pick your task below.

Quick rule: Property Appraiser = value, records, parcel details, exemptions. Tax Collector = bill and payment. Clerk/Recorder = deeds and recorded documents. VAB = formal value disputes.

Official Property Search Helper

Use this when a county article tells you to search by owner, address, parcel number, folio, PCN, STRAP, or alternate key.

Search tip: If address search fails, try only the house number and main street name. Avoid typing Street, Avenue, Road, Drive, unit numbers, or punctuation unless the official portal requires it.

Homestead Exemption Readiness Check

This helps homeowners prepare before filing through the official county Property Appraiser website.

Important: This is not an eligibility decision. The official county Property Appraiser decides approval, required documents, late filing options, and exemption status.

TRIM Notice & Value Review Helper

Use this to organize your questions before calling the Property Appraiser or preparing an appeal.

Your preparation checklist

Value term Simple meaning
Market value The appraiser’s estimate of the property’s value as of the assessment date.
Assessed value The value after limits or caps may be applied.
