Sacramento County California Property Assessment & Tax Guide

Find Sacramento County APNs, Assessed Values, Tax Bills and Property Records

The Sacramento County Assessor is the starting point for parcel numbers, assessed values, exemptions, property characteristics, transfer information and parcel maps. Property-tax balances and payments are handled separately by Sacramento County Tax Collection, while formal value disputes go to the Assessment Appeals Board and deeds or liens belong with the County Clerk/Recorder.

This 2026 guide shows how to search by address or 14-digit APN, decode Sacramento parcel numbers, compare the current Prop 13 assessment with a temporary Prop 8 value, check the 2026/27 tax bill, use the free informal review that is open now, file a formal appeal before November 30, claim homeowner or disabled-veteran relief, understand supplemental taxes after a purchase, and find the recorded deed when the Assessor map is not enough.

14-digit Sacramento Assessor Parcel Number

How to Decode a Sacramento County APN

Sacramento County uses a fourteen-digit Assessor Parcel Number as the file number for assessed real property. A formatted example may look similar to 006-0162-001-0000.

Map Book The first three digits identify the Assessor map book.
Map Page The next three digits identify the page within the map book.
Block The seventh digit identifies a block when the map page uses blocks; otherwise it can be zero.
Parcel Digits eight through ten identify the parcel number.
Interest / Estate The final four digits are normally zero for fee-simple assessment but can vary when property rights are separately assessed.
Best practice: Copy all 14 digits directly from the Assessor. The final four digits can matter for condominiums, possessory interests, tax segregations and other divided assessments.

Sacramento County Property Record Field Decoder

Field Meaning What to verify
APN 14-digit Assessor inventory number. Match this before tax, map or appeal research.
Property Address Situs/location information. Postal city can differ from the actual governing jurisdiction.
Jurisdiction City or unincorporated county area controlling planning and related services. Do not infer jurisdiction from the mailing city.
Assessed Value Value enrolled on the property-tax roll. Compare the correct roll year and land/improvement components.
Prop 13 Assessment Factored base-year value under Proposition 13. Compare it with the current assessment when a Prop 8 reduction may apply.
Exemption Value Qualifying homeowner, disabled-veteran or other exempt value. Confirm an expected exemption appears on the appropriate roll.
Tax Rate Area Code linking the parcel to the appropriate local taxing jurisdictions. Nearby properties can have different direct levies or district obligations.
Land Use Code Assessor classification of actual/proposed property use for assessment purposes. It is not the same as zoning.
Recorder Book/Page Recording reference that can help trace a deed or document. Use Recorder records for the actual instrument.
Parcel Map Assessor map based on recorded documents. Not a legal boundary survey.

How Proposition 13 and Proposition 8 Affect Sacramento Property Values

Purchase or qualifying event A change in ownership or qualifying new construction can establish a new base-year value.
Prop 13 base value The new base generally starts from market value at the event date.
Annual factor The base value can generally increase by inflation up to a maximum of 2% per year.
Prop 8 reduction If January 1 market value falls below the factored Prop 13 value, the Assessor can temporarily enroll the lower market value.
Tax roll The enrolled value supports the ad valorem tax calculation for the fiscal year.
2026 Assessed Value Look-Up: “This Year’s Prop 13 Assessment” is the 2026/27 factored Prop 13 value. “This Year’s Assessment” is the assessment the 2026/27 annual tax bill is based upon.
If the two numbers differ: The parcel is generally in a temporary Prop 8 decline-in-value status. Prop 8 values are reviewed annually and may rise by more than 2% in a recovering market until they reach the Prop 13 ceiling.
Open 2026/27 Assessed Value Look-Up Enter the APN and compare the Prop 13 assessment with the current enrolled assessment.

How Sacramento County Property Tax Is Calculated

Taxable assessed value Start with the enrolled value after applicable exemptions.
×
1% general levy + debt Proposition 13 fixes the base ad valorem rate at 1% plus voter-approved bonded debt.
+
Direct levies Add parcel-specific Mello-Roos, special assessments, utility charges or other direct levies.
1% foundation California’s Prop 13 base rate is 1% of taxable assessed value.
Typical countywide context Sacramento Assessor guidance describes average ad valorem rates including bond debt as roughly 1.1%.
Direct levies vary Mello-Roos, reclamation, park, landscape, utility and other fixed charges can materially increase a bill.
Do not estimate every Sacramento property by multiplying market value by 1.1%. Prop 13 taxable value can be much lower than current market value, while direct levies are parcel-specific and are not reduced by a Prop 8 value reduction.
2026/27 secured-tax calendar

Sacramento County Property Tax Due Dates

Annual bill mailed Sacramento County normally issues secured annual property-tax bills in October and no later than November 1.
First installment due The first secured installment is due November 1.
First installment delinquent Pay by December 10, 2026 to avoid the first-installment delinquency penalty.
Second installment due The second installment is due February 1, 2027.
2027 practical deadline April 10, 2027 falls on Saturday, so the next-business-day rule moves the no-penalty cutoff to Monday, April 12.
Default threshold Unpaid secured taxes become prior-year defaulted taxes after June 30.
No second-installment reminder: Sacramento County states that another bill or reminder is not sent for the second secured installment.
Failure to receive a bill does not cancel penalties. Check e-PropTax directly if the annual bill does not arrive.

How to Appeal a Sacramento County 2026/27 Assessment

Check the assessment Use Assessed Value Look-Up and Parcel Viewer to identify the value actually enrolled for 2026/27.
Request free review Ask the Assessor to reconsider a decline-in-value assessment using January 1, 2026 evidence.
File formal appeal Submit the Assessment Appeals Board application no later than November 30, 2026 and pay the $30 processing fee.
Prepare hearing evidence Organize market sales, appraisal data and factual evidence supporting your requested value.

Evidence checklist

  • 14-digit APN
  • 2026/27 assessed-value lookup
  • Current Parcel Viewer record
  • Requested market value
  • Comparable sales near January 1, 2026
  • Recent appraisal
  • Dated property photographs
  • Repair or condition evidence
  • Square-footage evidence
  • Survey or land evidence
  • Purchase/closing documents
  • Prior Assessor correspondence
Informal review is free: Use it first when the issue is simply that January 1, 2026 market value was below the enrolled value. Filing an informal request, however, does not extend the November 30 formal appeal deadline.
Pay taxes while appealing. An assessment appeal does not suspend the obligation to pay the tax bill on time.
“I am reviewing Sacramento County APN __________. My 2026/27 Assessed Value Look-Up shows __________, while my evidence supports a January 1, 2026 market value of __________. Please confirm whether the informal Prop 8 review or formal Assessment Appeals Board filing is the appropriate route.”
Common after a purchase or new construction

Sacramento County Supplemental Property Assessments

Change in ownership A qualifying ownership transfer generally causes reassessment to market value as of the transfer date.
New construction Completion of qualifying new construction can create a new assessment for the added value.
Difference in value Supplemental assessment generally measures the new taxable value minus the prior taxable value.
Partial fiscal year Supplemental tax is prorated according to the number of months remaining in the fiscal year.
One or two supplemental bills Timing of the ownership/new-construction event can create more than one supplemental assessment.
Mortgage warning Supplemental bills may not automatically be paid through the regular mortgage escrow account.
Supplemental appeal deadline: Sacramento says a supplemental assessment appeal must be filed with the Assessment Appeals Board within 60 days of the mailing date shown on the supplemental tax bill or supplemental refund check.
Buyer warning: The annual tax bill received after closing can still reflect the previous owner’s January 1 assessed value. The new owner’s reassessment can arrive separately as supplemental tax.
2026 Sacramento property-tax relief

Homeowners’ and Disabled Veterans’ Exemptions

$7,000 Homeowners’ Exemption
Reduces assessed value by up to $7,000 for a qualifying principal residence, usually saving about $70–$80 annually.
$180,671 2026 Disabled Veterans’ Basic Exemption
Available to qualifying totally disabled veterans or qualifying unmarried surviving spouses.
$271,009 2026 Disabled Veterans’ Low-Income Exemption
Available when qualifying household income does not exceed the 2026 limit of $81,131.
Homeowners’ full filing File by February 15 for the full exemption.
Homeowners’ late filing February 16 through December 10 can qualify for an 80% exemption amount.
Principal residence The Homeowners’ Exemption generally requires owner occupancy at 12:01 a.m. on January 1.
Basic disabled-veteran filing Once properly granted, annual refiling generally is not required while qualification continues.
Low-income disabled-veteran filing Annual filing is required because household income must be re-tested.
Direct levies Property-tax exemptions reduce ad valorem assessed value; they do not automatically erase fixed direct levies or special assessments.
Current August opportunity: A qualifying Sacramento homeowner who missed February 15 can still file for the partial Homeowners’ Exemption before December 10, 2026.

Fire, Flood and Calamity Property Tax Relief

$10,000 damage threshold Sacramento Assessor guidance says physical damage of at least $10,000 may qualify for calamity reassessment relief.
Temporary reassessment The damaged portion of the property can be reassessed during the period of qualifying damage.
Reconstruction Qualifying reconstruction can avoid being treated as reassessable new construction when statutory requirements are met.
One-year claim rule Sacramento guidance identifies a one-year filing requirement for applicable calamity claims.
Keep evidence Save photographs, insurance records, repair estimates, permits and dates of damage.
Tax bill still matters Do not automatically stop making required property-tax payments while a relief claim is being reviewed.
Assessor help: Call 916-875-0700 for real-property disaster-relief guidance.
Sacramento uses tax-defaulted deed sales, not tax lien certificates

What Happens When Sacramento Property Taxes Stay Unpaid?

Installment delinquent Statutory penalties apply after the first or second no-penalty deadline.
June 30 passes Unpaid secured taxes become prior-year delinquent/defaulted taxes.
Redemption charges A $15 redemption fee is added and redemption penalty accrues at 1.5% per month beginning July 1.
Five years After five or more years of delinquency, the property can become subject to the Tax Collector’s power to sell.
Public auction Sacramento sells tax-defaulted property by deed auction rather than selling annual tax lien certificates.
Sacramento County does not sell tax lien certificates. Its current Tax Sale page says the next public auction is scheduled for February 2027.
Five-year installment plan: Many prior-year secured delinquencies may qualify for an installment plan of redemption, allowing repayment over five or fewer installments while the plan remains in good standing.

How to Find a Sacramento County Deed, Deed of Trust or Lien

Start with the parcel. Save the APN, address and any Recorder book/page reference displayed in Assessor records.
Open the Recorder’s online index. Sacramento’s online index covers recorded documents dating back to 1849.
Search by party name and recording year. Look for grant deeds, deeds of trust, reconveyances, assignments and liens.
Write down the recording reference. The public online index identifies the document but does not display the actual instrument image.
Order or view the document. Recorded documents dating from 1850 are available for viewing at Recorder offices and copies may be ordered.
Read the legal description. Use the deed or applicable recorded map instead of assuming the Assessor parcel description is complete.
Search liens separately. A deed search alone does not prove that title is free of deeds of trust, tax liens or other recorded claims.
Use a title professional when certainty matters. Recorded indexes are source records, not a legal title opinion.
Non-certified copy $8 first page plus $1 for each additional page.
Certified copy $9 first page plus $1 for each additional page.
Recorder phone 916-874-6334
Main office 3636 American River Drive, Suite 110, Sacramento, CA 95864.
Same-day recording cutoff Documents for same-day recording are accepted Monday–Friday, 8:00 a.m.–3:00 p.m.
Index update Recorder states the online index is generally updated within two business days after recording.
Parcel-map warning: Sacramento County says Assessor maps are not surveys and should not be used to define property lines or resolve neighbor boundary disputes.

Sacramento County Home Buyer Property Record Checklist

4. Check annual and prior tax Review current-year and delinquent secured information in e-PropTax.
5. Read direct levies Mello-Roos and fixed assessments can materially affect annual ownership cost.

Find the Correct County Office

Property Appraiser, Tax Collector, Clerk, GIS, and VAB offices do different jobs. Pick your task below.

Quick rule: Property Appraiser = value, records, parcel details, exemptions. Tax Collector = bill and payment. Clerk/Recorder = deeds and recorded documents. VAB = formal value disputes.

Official Property Search Helper

Use this when a county article tells you to search by owner, address, parcel number, folio, PCN, STRAP, or alternate key.

Search tip: If address search fails, try only the house number and main street name. Avoid typing Street, Avenue, Road, Drive, unit numbers, or punctuation unless the official portal requires it.

Homestead Exemption Readiness Check

This helps homeowners prepare before filing through the official county Property Appraiser website.

Important: This is not an eligibility decision. The official county Property Appraiser decides approval, required documents, late filing options, and exemption status.

TRIM Notice & Value Review Helper

Use this to organize your questions before calling the Property Appraiser or preparing an appeal.

Your preparation checklist

Value term Simple meaning
Market value The appraiser’s estimate of the property’s value as of the assessment date.
Assessed value The value after limits or caps may be applied.
Exemptions Approved reductions such as homestead or other exemptions.
Taxable value The value used by taxing authorities after exemptions.

Property Tax Bill Direction Helper

The Property Appraiser values property, but the Tax Collector usually handles the actual bill and payment.
