Clay County property assessment records are maintained by Assessor of Property Angie Eads in Celina. The official Tennessee Property Assessment Data system already contains Clay County Tax Year 2026 records, including owner, parcel ID, property location, appraisal, assessment percentage, building information and agricultural-use values.

The Assessor determines value but does not collect the bill. Trustee Angie Thompson collects Clay County property taxes and administers Tennessee Property Tax Relief, while Register of Deeds Brenda Browning maintains deeds, deeds of trust, liens, releases, plats and other recorded land documents.

What Clay County Property Owners Need to Know Right Now

The 2026 Clay County property-tax levy is not yet something you should copy from an older tax year. The Clay County Commission agenda for August 10, 2026 specifically includes a resolution fixing the tax levy for the fiscal year beginning July 1, 2026. Use the Trustee’s final 2026 bill after the levy is officially adopted and certified.
2026 assessment data is live Tennessee TPAD is displaying Clay County Tax Year 2026 records and reported a July 26, 2026 data update.
Normal County Board season passed Tennessee County Boards of Equalization normally begin in June. Decision-specific State Board deadlines can continue later.
September 1 business deadline A business that timely filed its 2025 tangible-personal-property schedule can generally amend that prior-year schedule through September 1, 2026.
Next tax cycle 2026 county property taxes become due and payable on the first Monday in October under Tennessee’s statewide schedule.
Important senior-program correction: Clay County is not listed among Tennessee’s 28 counties participating in the local-option Property Tax Freeze program for 2026. Clay owners may still qualify for the separate statewide Property Tax Relief program through the Trustee.

Especially relevant to rural Clay County land

Clay County Greenbelt: Agricultural and Forest Property

Tennessee’s Greenbelt program can value qualifying agricultural, forest or designated open-space land according to its current use rather than its potentially higher market value. Clay County TPAD records visibly separate Land Market Value and Land Use Value on qualifying parcels.

Agricultural land Generally at least 15 acres and actively used as a farm unit, subject to Tennessee’s additional qualification rules.
Forest land Generally at least 15 acres and managed as a qualifying forest unit. A forest-management plan is required.
Open-space land Generally at least three acres in an area designated for qualifying open-space preservation.
First-time 2026 applications are closed: Tennessee requires first-time Greenbelt applications by March 15.
Missed March 15 on an existing Greenbelt parcel? If the owner is continuing a previous classification, the Assessor may accept a late application within 30 days after sending a disqualification notice. Tennessee requires a $50 late fee payable to the Trustee.
Ownership changes matter: Greenbelt reapplication is generally required when ownership as of the January 1 assessment date changes. Approved applications must also be recorded with the Register of Deeds, and a recording fee applies.

Important Property Assessment and Payment Dates

Business schedules Tangible personal-property schedules were due.
Greenbelt First-time 2026 application deadline passed.
Assessment notices Tennessee target date for completed assessments and change notices.
County Board Normal County Board of Equalization appeal season.
Business amendment Prior-year timely personal-property schedules may be amended through this date.
2026 taxes due County tax becomes due first Monday in October.
Delinquency 2026 county tax becomes delinquent March 1, 2027 if unpaid.
Property Tax Relief deadline: Tennessee’s relief application deadline is 35 days after the local property-tax delinquency date. For Clay County’s ordinary county-tax cycle, verify the resulting early-April 2027 deadline directly with the Trustee.
Do not publish a guessed 2026 rate

Clay County 2026 Property-Tax Rate Status

As of August 7, Clay County’s own public meeting agenda shows that the County Commission is scheduled to consider a resolution on August 10, 2026 fixing the tax levy for the fiscal year beginning July 1, 2026.

Assessment first Angie Eads certifies property values and assessments.
Tax levy second County government adopts the rate used to fund the approved budget.
Trustee bill last Angie Thompson receives the tax roll and collects the certified amount.
Why no guessed rate appears here: Using a prior-year county rate as “the 2026 rate” before the new levy is adopted could give homeowners an inaccurate bill estimate. After the resolution is final, use the certified Clay County rate or the Trustee’s live tax card.

How Clay County Property Assessment Appeals Work

Informal Assessor review Contact Angie Eads first if the parcel record has incorrect physical data, ownership, classification or valuation evidence.
County Board of Equalization Tennessee’s regular County Boards convene in June. The county publishes its final filing deadline before the board session.
State Board appeal General deadline is August 1 or 45 days from the date the County Board action notice was sent, whichever is later.

Build a useful evidence packet

  • 2026 TPAD parcel page
  • Assessment-change notice
  • Correct parcel ID
  • Recent comparable sales
  • Independent appraisal if available
  • Building-size evidence
  • Property-condition photographs
  • Repair estimates
  • Land-acreage evidence
  • Greenbelt or classification documents
August 1 has passed, but do not automatically assume your State Board window is closed. If the Clay County Board sent its action notice less than 45 days ago, the later 45-day deadline may control.
Clear clerical error? Tennessee provides a separate correction process for documented coding, entry, transcription, ownership, location or physical-description errors. That process is not a substitute for relitigating appraisal judgment after an appeal deadline.
State program administered through the Trustee

2026 Clay County Property Tax Relief

Tennessee Property Tax Relief is a state-funded reimbursement program. It is not a general homestead exemption and does not automatically eliminate the tax bill.

Age 65+ Applicant must be age 65 on or before December 31, 2026, own the home and use it as the primary residence.

2025 income limit: $38,470.

Relief calculation value cap: $33,600 market value.

Qualifying disability Applicant must be disabled on or before December 31, 2026 and use the owned home as the primary residence.

2025 income limit: $38,470.

Relief calculation value cap: $33,600.

Separate veteran rules Qualifying disabled veterans and qualifying surviving spouses use VA verification and program-specific eligibility rules.

Maximum market value used to calculate relief: $175,000.

Contact Clay County Trustee. Angie Thompson’s office receives Property Tax Relief applications.
Gather ownership and residence proof. The benefit applies to the qualifying primary residence.
Gather 2025 income documents when required. Tax return, W-2, 1099, Social Security and other income documentation may be requested.
Veterans complete the correct VA consent form. Tennessee uses F-16 for disabled veterans and F-16S for qualifying surviving spouses.
Do not ignore the tax bill. Relief is reimbursement; the homeowner remains responsible for the annual property-tax process.
Common source of confusion

Does Clay County Offer Tennessee Property Tax Freeze in 2026?

No countywide Clay County Tax Freeze program is listed by the Tennessee Comptroller for Tax Year 2026. The state’s official participating-jurisdiction table lists 28 counties, and Clay County is not one of them.

Property Tax Relief Available statewide to qualifying applicants and administered locally through the Trustee.
Property Tax Freeze A separate local-option program that a county or city must formally adopt.
Clay County 2026 Not listed as a participating county in the official Tax Freeze program.
Do not use the statewide “Clay $38,470” income-limit table as proof that Clay County adopted Tax Freeze. The Comptroller separately publishes a participating-jurisdiction list, and Clay does not appear on that list for 2026.
Official Tennessee Tax Freeze List Confirm participating counties and cities before applying.
Tangible business personal property

Clay County Business Equipment Assessment

Businesses and professionals can have a separate taxable tangible-personal-property account for equipment, furniture, computers, machinery and other business assets.

February 1 Assessor should mail business Personal Property Schedules by this date.
March 1 Regular deadline to return the schedule to the Assessor.
30% Tangible business personal property is generally assessed at 30% of depreciated value.
Forced assessment Businesses that fail to return a schedule can receive a value established from the Assessor’s best information available.
May notice Owners receiving a forced assessment or changed value receive an assessment-change notice.
September 1 A timely filed schedule can generally be amended through September 1 of the following year. Forced assessments do not receive that amendment right.
Still actionable on August 7: If your business timely filed its 2025 schedule and later discovered an error, the statewide amendment deadline for that prior-year schedule is September 1, 2026.
Real estate and equipment are different records. Renting your storefront does not automatically eliminate the business’s responsibility to report taxable equipment.

Clay County Deeds, Deeds of Trust, Liens and Plats

Register of Deeds Brenda Browning maintains Clay County legal documents affecting real property.

Ownership transfers Warranty deeds and quitclaim deeds.
Financing records Deeds of trust, assignments and releases.
Property claims Liens, judgments, affidavits and related instruments.
Land descriptions Recorded plats and legal descriptions.
Other instruments Leases, powers of attorney, fixture filings, contracts and amendments.
Office research Contact the Register when a recorded book/page or certified document is needed.
Find the correct TPAD parcel first. Copy the parcel ID, owner and legal-description clues.
Identify the current and previous owner. A recent deed search often works best with grantor/grantee names.
Contact the Clay County Register. Use the official Register of Deeds page for current office details.
Search deeds and liens separately. The Assessor owner field does not reveal every mortgage, lien or recorded restriction.
Match the legal description. Do not rely only on a street address.
Request an official copy when necessary. A lender, estate, court or title matter may require certified records rather than an assessment-page printout.
Assessor ownership is not a title opinion. Use the Register of Deeds for legal land documents and a title professional when you need to determine whether title is clear.

Which Clay County Records Should You Check?

Situation Records to check Best next action
Buying a home TPAD assessment, Trustee tax history, deed, liens and parcel description. Match parcel and legal description before closing.
Buying lake property Parcel location, acreage, deed, access/easements, tax account and recorded plat. Do not rely on an online map for shoreline or legal-boundary rights.
Buying farmland Market value, use value, Greenbelt class, deed and acreage. Ask how ownership transfer affects Greenbelt and rollback exposure.
New owner Recorded deed, January 1 assessment owner and Trustee mailing information. Correct mailing records before tax notices are sent.
Value seems high TPAD appraisal, comparable sales, building details and notice dates. Determine whether any decision-specific appeal period remains.
Senior owner Age, income, primary residence and Trustee Tax Relief application. Use Tax Relief—not a nonexistent Clay County Tax Freeze.
Business owner Personal Property Schedule, assessment notice and tax account. Use September 1 amendment opportunity when applicable.
Unpaid old taxes Trustee unpaid-year search and current payoff. Do not pay an outdated printed amount after delinquency.
