Houston County Property Assessor 2026: Search & Tax Records

Houston County Georgia Property Records Guide

Search Houston County Tax Assessor Records, Property Values, Maps and Tax Bills

Use the Houston County Tax Assessor property search when you need parcel ownership, property characteristics, land and improvement data, assessment values, sales history or a map for property in Perry, Warner Robins, Centerville, Bonaire, Kathleen or another Houston County community.

Houston County uses Schneider’s qPublic system for appraisal records, while the separately elected Tax Commissioner handles property-tax bills and collections. This 2026 guide connects those systems and also explains Georgia’s 40% assessment rule, the 45-day appeal window, homestead deadlines, conservation-use programs, delinquent taxes, mobile homes and recorded deed research.

Houston County’s Current qPublic Values Are Still “Under Construction”

Do not automatically treat the first 2026 value you see online as the final certified tax-digest value. Houston County’s qPublic page currently states that its current values are “under construction” and have not yet been approved by the Board of Tax Assessors. The previous value shown by the system represents the value from the last certified tax digest.
Current / Working Value

Useful for monitoring appraisal activity and checking whether the county’s current working value changed.

Do not: automatically use it as the final tax-bill amount.

Last Certified Digest Value

The prior value reflects the last approved and certified tax digest.

Use it to: understand the baseline from which the next assessment is being developed.

2026 digest status Houston County’s public Tax Digest archive currently lists 2025 as its newest posted certified digest year.
Tax bills are later The Tax Commissioner says real-estate and business personal-property bills are normally mailed before October 20.
Normal annual due date Houston County real-estate and business personal-property taxes are normally due December 20.
Appeal warning: A tax bill is not the document that normally starts your assessment appeal rights. Read the assessment notice mailed by the Board of Assessors and use the deadline stated on that notice.

Six Fields to Verify Before Using a Houston County Property Record

Parcel ID Save exact parcel.
Owner Check current listing.
Situs Match location.
Land Review site value.
Improvements Check buildings.
Tax year Do not mix years.
qPublic is not a title opinion. If legal ownership, lien priority, easements or exact boundaries matter, continue to the Superior Court Clerk and, when necessary, a title professional or surveyor.
Turn qPublic data into useful answers

Record field What it means How to use it
Parcel ID County identifier for the assessment parcel. Use it across Assessor, tax and office communications.
Owner Owner name maintained in the assessment system. Compare with the most recent recorded deed when title matters.
Situs / location Physical property location. Do not confuse with the owner’s mailing address.
Land value Appraised component associated with the land. Compare acreage, neighborhood and land classification.
Improvement value Appraised component associated with buildings and taxable improvements. Check building size, year, quality and physical characteristics.
Fair market value Appraiser’s estimate of market value for ad valorem purposes. This is normally the starting figure before Georgia’s 40% assessment ratio.
Assessed value Georgia generally assesses taxable property at 40% of fair market value. Apply exemptions and millage to the taxable assessed value—not directly to FMV.
Sales history Transfers and sale data used for appraisal research. Verify the recorded deed for legal ownership conclusions.
Map Parcel location and geographic context. Useful for neighboring-property research, not a legal survey.
Exemption / special value Tax benefit or specialized appraisal treatment associated with the parcel. Confirm eligibility and current status with the Assessor.

How Houston County Fair Market Value Becomes Assessed Value

Houston County states that ad valorem tax starts with the property’s fair market value as of January 1. Georgia law generally establishes the assessed value at 40% of fair market value.

The Tax Commissioner then applies applicable exemptions and the millage rates levied by the relevant taxing authorities to calculate the tax bill.

Fair Market Value Assessor establishes the January 1 value.
Example: $350,000 FMV.
40% Assessment Normal Georgia assessment ratio.
$350,000 × 40% = $140,000.
Exemptions Applicable benefits reduce taxable assessed value.
Homestead rules depend on eligibility.
Millage Net assessment × applicable millage produces ad valorem tax.
1 mill = $1 per $1,000 assessed.
Do not calculate 2026 taxes using an under-construction qPublic value and an old millage rate. Wait for the final approved value and applicable 2026 rates when you need an actual tax estimate.
Notice-specific deadline

Houston County Property Assessment Appeals: The 45-Day Rule

When the Board of Tax Assessors changes a property’s value or does not accept the value returned by the taxpayer, the owner receives an assessment notice. A taxpayer who disagrees with the assessment generally has 45 days from the notice date to file an appeal with the Board of Tax Assessors.

Read the notice Record the date and identify value, uniformity or taxability concerns.
Audit qPublic Check land, buildings, acreage, sale data and classification.
Build evidence Gather comps, photos, appraisal, measurements or deed records.
Finalize filing Confirm appeal method and selected appeal route.
Deadline Make sure the appeal is filed by the deadline stated for the notice.

Georgia permits several appeal issues

Value The fair market value or assessment is incorrect.
Uniformity Your assessment is not uniform with genuinely comparable properties.
Taxability You dispute whether the property or part of the property should be taxable.
Do not appeal because you dislike the tax rate. The Assessor’s appeal process is for assessment issues. Complaints about millage or tax amounts are different from a valuation appeal.

Appeal evidence checklist

  • Annual assessment notice
  • Current qPublic record
  • Previous certified value
  • Property photographs
  • Building measurements
  • Comparable sales
  • Independent appraisal if useful
  • Repair estimates
  • Recorded deed or plat if relevant
  • Written explanation of the specific error
Appeal path: the Board of Tax Assessors reviews the appeal first. If unresolved, the case can proceed to the County Board of Equalization. Arbitration is also available in qualifying cases, and further appeal to Superior Court may be available after the administrative process.
“I am reviewing Houston County parcel __________. My assessment notice dated __________ shows value of $__________. I believe the specific issue is __________, and my supporting evidence is __________. Please confirm the filing deadline and correct appeal method.”
Principal residence tax relief

Houston County Homestead Exemption Rules

A qualifying homeowner must own and occupy the property as a legal residence and submit an initial Homestead Exemption application to the Houston County Tax Assessor.

Georgia permits year-round filing, but Houston County states that an application must be received by April 1 to qualify for that tax year. Applications received later are applied to the following year.

First-time homeowner Houston County advises first-time applicants to bring a copy of the warranty deed so the application can be filed correctly.
Automatic renewal Once granted, a homestead exemption generally renews automatically while qualification continues.
Reapply after change Reapplication can be necessary after a change of residence, ownership or when seeking a different exemption.

Programs described by Houston County include

Standard Homestead State standard exemption generally deducts $2,000 from assessed value for the applicable maintenance-and-operation levies.
Age 62 School Exemption Income-qualified homeowners may qualify for an increased school-tax exemption under applicable rules.
Age 65 General Exemption Income-qualified homeowners may receive an additional exemption that applies more broadly under state rules.
Disabled Veteran Qualifying disabled veterans and certain surviving spouses may receive substantial additional relief.
Floating / Varying Exemption Houston County describes a program for certain homeowners age 62+ with qualifying household income.
Firefighter / Peace Officer Spouse A qualifying un-remarried surviving spouse may receive a full exemption under applicable law.
Do not rely on old indexed veteran exemption dollar amounts. Georgia adjusts some exemption limits. Ask the Assessor for the current 2026 amount and documentation requirements.
Review Houston County Homestead Information Compare standard, elderly, veteran, surviving-spouse, floating and deferral programs before filing.
Agricultural and special-use property

Houston County CUVA, Preferential Agriculture and FLPA

Qualifying land can be assessed differently from normal fair-market-value property. These programs can produce meaningful tax savings, but they can also create long-term covenants and significant penalties when qualifying use is broken.

Agricultural Preferential Houston County describes a preferential program that can assess qualifying bona fide agricultural property at 30% rather than the ordinary 40% ratio.
Conservation Use Qualifying agricultural, timber, environmentally sensitive or residential transitional property can be valued according to current use rather than ordinary fair market value.
Forest Land Protection Forest-land owners can use the applicable FLPA process where statutory acreage, ownership and use requirements are satisfied.
Typical covenant commitment: Houston County’s tax information explains that preferential and Conservation Use programs require a property owner to covenant to maintain qualifying use for at least 10 years.
Buyer warning: Never buy agricultural covenant property without checking whether a covenant is active, when it began, what acreage it covers and what penalties could arise from a breach or disqualifying transfer.
Houston County Assessor Special-Program Forms The county routes real-property returns and Conservation Use, exempt-property and FLPA applications through the Assessor.
Businesses, boats and aircraft

Houston County Personal Property Returns

Houston County’s Personal Property Division handles taxable business personal property, boats and aircraft. The Assessor says tax returns are mailed in January and are due no later than April 1.

Business property Furniture, fixtures, machinery, equipment and inventory used in business can be reportable.
Boats Boat owners should use the appropriate Georgia personal-property return when required.
Aircraft Aircraft owners also use the applicable personal-property reporting process.
Inventory warning: Houston County specifically tells businesses not to omit inventory values from the return. Any applicable inventory exemption is determined during the tax process.
Current filing method: the county says personal-property returns and applications are accepted by U.S. mail. The U.S. Postal Service postmark establishes the filing date; a private postage-meter date does not substitute for the USPS postmark.

Search the correct account. Verify owner, parcel/property information and tax year before selecting a bill.
Review current balance. Check whether the bill is current, delinquent or already paid.
Review payment fee before authorization. Houston County states that a convenience fee applies to online transactions; the processor should display the current fee before payment.

Mortgage escrow: Houston County’s Tax Commissioner FAQ says tax bills are mailed to the homeowner rather than directly to the mortgage company. If your lender pays from escrow, forward the bill or verify that the servicer has the correct account information.
Interest, penalties and fi.fa. liens

Houston County Delinquent Property Taxes

Real-estate and business personal-property taxes are normally due December 20. The Tax Commissioner states that delinquent amounts accrue interest at the rate prescribed by law and can also become subject to statutory penalties.

After December 20 Interest begins accruing on unpaid real-estate and business personal-property tax.
Additional penalties Houston County says a 5% penalty can be added after each 120-day interval, up to a total 20%, under the applicable rules.
Tax fi.fa. Taxes remaining unpaid for more than 90 days after the due date can become subject to a tax fi.fa. lien recorded with the Superior Court Clerk.
Partial payments: Houston County states that partial property-tax payments are accepted. If you cannot pay the full amount, contact the Tax Commissioner for the current balance and posting rules rather than simply sending an estimated amount.
Current payoff only: Never calculate a delinquent payoff from an old bill. Interest, penalties, costs or lien status may have changed.
“I need the complete current payoff for Houston County parcel __________. Please confirm the unpaid tax year, principal tax, interest, penalties, any fi.fa. lien or collection cost, and the exact amount required today.”
Different due date

Houston County Mobile and Manufactured Home Taxes

Mobile and manufactured homes follow a different annual cycle from normal secured real estate.

January 1 status A mobile home located in Houston County on January 1 is subject to the applicable annual ad valorem tax.
April 1 due date Houston County says mobile-home ad valorem tax must be paid by April 1.
Location permit The owner must obtain the required location permit/decal after payment.
Failure to comply: county guidance warns that failure to pay and obtain the required permit can result in a 10% tax penalty, a Magistrate Court citation or possible sale of the mobile/manufactured home.
Buyer due diligence

Before Buying Property in Houston County

1. Search qPublic Verify parcel, owner, address, land, building and assessment information.
2. Search taxes Check current and delinquent tax status with the Tax Commissioner.
3. Search deeds Confirm conveyances and recorded liens through the Superior Court Clerk.
4. Check special programs Identify CUVA, FLPA or other covenant obligations before closing.

Extra checks for unusual property

  • Active agricultural covenant
  • Recent parcel split or combination
  • New construction not fully reflected
  • Assessment appeal still pending
  • Mobile-home tax status
  • Business personal-property liabilities
  • Recorded plat or easement
  • Tax fi.fa. or other recorded lien
Houston County’s own Assessor FAQ warns buyers to check unpaid taxes before purchasing a business, boat or aircraft. Personal-property liabilities are easy to miss when attention is focused only on real-estate taxes.
Legal-document research

Houston County Deeds, Liens, Land Records and Plats

The Houston County Superior Court Clerk’s Real Estate Division maintains deeds, plats, liens, financing statements and other recorded real-estate documents. Use this route when the question goes beyond appraisal ownership.

Find the parcel and owner in qPublic. Save the current and prior owner names when available.
Open the Superior Court Clerk page. Go to Houston County Superior Court Clerk.
Select Real Estate document search. The Clerk links to a searchable real-estate database for deeds, land records, liens and plats.
Search current and former owners. Include business names, trust names and spouse names when the title history requires it.
Compare the legal description. Make sure the recorded instrument actually describes the parcel you are researching.
Check releases and later filings. A recorded mortgage or lien may have a later cancellation, release or satisfaction.
Request an official copy when necessary. Standard and certified copy services are available through the Clerk.
Clerk Terri L. Childers
Real Estate 478-218-4720
Office 201 N. Perry Parkway
Perry, GA 31069
Copy fees: the Clerk currently lists standard copies at $1 and certified copies at $2.50 for the first page plus $0.50 for each additional page. Call before ordering if you need a particular real-estate certification.
Do not use qPublic as a full title search. A parcel owner field does not reveal every deed restriction, lien, easement, mortgage or title defect.

Search-focused answers

Houston County Property Assessor FAQs

1. How do I search Houston County GA property records?

Use the Houston County Tax Assessors qPublic website. Start with the parcel number when available, or search by owner name or property address. Verify the owner, parcel ID, property location, land, improvements and tax year before relying on the record.

2. Who is the Houston County GA Chief Appraiser in 2026?

Houston County qPublic identifies James H. Moore III as Chief Appraiser. The Tax Assessors Office is located at 201 Perry Parkway, Perry, Georgia 31069. The Real Property phone number is 478-218-4750.

3. Why does Houston County qPublic say the current values are under construction?

The Houston County Assessor website currently states that the current values displayed are under construction and have not yet been approved by the Board of Tax Assessors. The previous value represents the value from the last certified tax digest, so the current working figure should not automatically be treated as a final certified value.

4. How is Houston County assessed value calculated?

Houston County property taxation begins with fair market value as of January 1. Georgia law generally establishes assessed value at 40% of fair market value. Applicable exemptions are then deducted and millage rates are applied to the taxable assessed value.

5. How long do I have to appeal a Houston County property assessment?

A property owner generally has 45 days from the date of the applicable assessment notice to file an appeal with the Houston County Board of Tax Assessors. Use the exact date and deadline on your own assessment notice rather than relying on a generic calendar estimate.

6. When is the Houston County Homestead Exemption deadline?

Houston County allows year-round Homestead applications, but the application must be received by April 1 to qualify for that tax year. An application received after April 1 is normally applied to the following tax year. Once granted, the exemption generally renews automatically while eligibility continues.

7. When are Houston County property taxes normally due?

Houston County’s Tax Commissioner states that real-estate and business personal-property tax bills are normally mailed before October 20 and are normally due December 20 of the same year. Always verify the exact date shown on the current bill.

8. Where do I pay Houston County property taxes online?

Use the Houston County Tax Commissioner’s official website and select Search & Pay Taxes. The county routes online payments through Government Window. A convenience fee applies to electronic transactions, so review the current fee before authorizing payment.

9. Where can I search Houston County deeds, liens and plats?

Use the Houston County Superior Court Clerk’s Real Estate records system. The Clerk maintains deeds, land records, liens, plats and financing statements. qPublic is useful for assessment research but is not a complete legal title search.

10. What happens if Houston County property taxes stay unpaid?

Delinquent taxes accrue interest and can become subject to statutory penalties. Houston County also states that taxes remaining unpaid for more than 90 days after the due date can become subject to a tax fi.fa. lien recorded in the Superior Court Clerk’s office. Contact the Tax Commissioner for a current payoff before paying a delinquent account.
