Allegheny County does not use a traditional elected “county assessor.” Property values are maintained by the Office of Property Assessments, while the elected County Treasurer collects county real-estate tax. Municipalities and school districts can impose additional property taxes through their own collectors.

The county still uses a 2012 base-year assessment system, so a number shown as the assessed value is not necessarily the property’s current 2026 market price. This guide shows how to find the correct parcel, decode the Lot & Block number, review building and owner history, check the 6.43-mill county tax, find delinquent balances and use the currently open 2027 annual assessment-appeal process.

2027 Allegheny County Assessment Appeals Are Open Now

The current annual appeal window is for tax year 2027. Property owners, municipalities and school districts may file a 2027 Annual Appeal from July 1 through September 1, 2026. There is no filing fee for an annual assessment appeal.
2026 values are certified Allegheny County certified 2026 assessment values on January 9, 2026. The regular filing window for tax year 2026 closed September 2, 2025.
2027 appeal deadline File online, by email, by mail or in person by September 1, 2026. Fax submissions are not accepted for annual appeals.
2027 Common Level Ratio The County’s newly published 2027 CLR is 49.3% and will be applied to current market value in appeals beginning in September 2026.
Tax-year distinction: A 2027 annual appeal filed now affects the 2027 assessment year. It does not retroactively rewrite a closed 2026 annual assessment merely because the application is submitted during calendar year 2026.
New parcels: Allegheny County warns that property being taxed by the County for the first time in 2027 may not appear in the Real Estate Portal until values are certified in January 2027. The County directs new-parcel questions to LandHelp@AlleghenyCounty.US.

Do not treat the 6.43-mill county rate as the total property-tax rate. Allegheny County property owners can owe county, municipality and school-district taxes. Each layer can have a different millage, collector, discount period and due date.

Understanding an Allegheny County Parcel Number

Allegheny County commonly calls the parcel identifier the Lot & Block number. The Real Estate Portal displays formatted parcel IDs such as 0368-R-00014-0000-00, while some tax-payment systems can show or accept the identifier without punctuation.

Assessment search Parcel ID connects directly to the County assessment record.
Tax payment Treasurer Easy Pay asks users to keep parcel ID / Lot & Block numbers available.
Appeal filing Open the parcel and use the Appeal Status tab to file an annual appeal.
Deed research Deeds recorded in Allegheny County must include parcel identification / Block & Lot numbers.
eBill enrollment The Treasurer links the taxpayer’s email address to the parcel ID.
Electronic bank pay The Treasurer recommends putting the parcel ID in the bank-payment account or memo field.
Do not use the old code-and-line convention when paying the County Treasurer. The Treasurer’s current tax system references the parcel ID / Lot & Block number.

Why the Assessed Value May Look Much Lower Than the 2026 Sale Price

Allegheny County’s current base year is 2012, with an effective valuation date of January 1, 2012. The 2012 base year was first used for tax year 2013 and remains the foundation of current assessments. The County’s last countywide reassessment was in 2013.

How Allegheny County Property Taxes Are Split

Allegheny County 2026 county millage is 6.43. The elected County Treasurer collects this portion and provides county online payment and receipts.
Municipality Boroughs, townships and the City of Pittsburgh can impose separate millage and use their own collector or contracted tax service.
School District School property tax is another major layer. The applicable district appears in the parcel’s General Information.
Search the parcel first. Record the Municipality and School District from General Information.
Check the County Treasurer’s 2026 millage listing. Open Local and School District Tax Millage.
Find the exact municipality. The Treasurer listing identifies the tax collector, phone number and 2026 municipal millage.
Confirm school tax separately. Use the school district associated with the parcel rather than guessing from the mailing address.
Save all receipts. County, municipal and school taxes can be paid to different offices.

How to Look Up Allegheny County 2026 Real Estate Tax

Search the property in the Real Estate Portal. Use the address or Lot & Block number.
Open “Tax Info eBill / ePay.” Desktop users can choose the tax tab at the top; mobile users may need the menu icon.
Confirm the 2026 millage. Current county real-estate tax records show 6.43 mills.
Check Taxable Market Value. If Act 50 applies, the tax page marks the taxable value after the county Homestead exclusion.
Review 2026 payment status. The history table shows tax, penalty, interest, total and payment date.
Check prior years. Older unpaid years can direct the owner to Jordan Tax Service for delinquent/liened county taxes.
Download the paid receipt. The Treasurer now makes electronic receipts available through the tax table rather than automatically mailing them.
Receipt timing: The Treasurer states that PDF receipts generally become available 7–10 business days after payment. Electronic receipt availability is limited to the current and immediately preceding year.
Closing or refinance: The online tax history is informational. A four-year tax certification bearing the Treasurer’s official seal can be requested for $25 when formal verification is required.

Free eCheck The Treasurer’s FORTE Easy Pay system currently offers eCheck without a taxpayer service fee.
Debit or credit card The Treasurer’s 2026 bulletin lists a 2.4% service fee for card transactions; verify the fee shown before authorizing payment.
Mail County tax payments may be mailed to Allegheny County Treasurer, PO Box 643385, Pittsburgh, PA 15264-3385.
In person Treasurer’s Office, Courthouse Room 108, 436 Grant Street, Pittsburgh, PA 15219.
Bank bill pay Put the parcel ID / Lot & Block number in the account or memo field so the payment is credited correctly.
eBilling Subscribe through the property’s eBill/ePay tab. The Treasurer sends annual e-bills during the first week of February.
Avoid unofficial bill-payment sites: The County Treasurer specifically warns that services such as doxo.com are not affiliated with Allegheny County. Use the Real Estate Portal and Treasurer’s contracted payment provider.

Act 50 deadline Homestead/Farmstead applications must be received by March 1 for the applicable tax year.
2% county discount Last day for the 2026 County Treasurer’s 2% discount period.

How to Appeal an Allegheny County Property Assessment

Find Parcel Review 2026 and projected 2027 values.
Build Evidence Compare market data and property facts.
File by Sep. 1 Online, email, mail or in person.
Telephone Hearing Present evidence to BPAAR.
Open the parcel in the Real Estate Portal. Review the General Information, assessment and building tabs.
Check projected 2027 assessment. Current parcel records can display projected 2027 land, building and total values.
Gather current market evidence. Use relevant arm’s-length sales, appraisal reports, property-condition evidence and corrected building facts.
Open Appeal Status. The County allows online annual appeal submission from the parcel’s Appeal Status tab.
Submit by September 1, 2026. Annual appeals can also be filed by email, mail or in person. Do not fax an Annual Appeal.
Save confirmation. Online filers should receive an emailed copy shortly after submission; emailed applications should receive a receipt within the County’s stated processing period.
Wait for the hearing notice. Residential hearing notices are sent at least 21 days in advance; commercial notices receive at least 30 days.
Submit evidence at least 10 days before the hearing. Evidence must also be provided to opposing parties.
Provide the telephone number five days before the hearing. Allegheny County property-assessment appeal hearings are conducted by telephone.
Track the decision. Search the parcel and use the Appeals tab to monitor the disposition.

Act 50 Homestead/Farmstead Exclusion

Allegheny County Homestead Exclusion

A qualifying owner-occupied primary residence can receive an $18,000 reduction in assessed value for Allegheny County real-estate tax. At the 2026 county rate of 6.43 mills, that equals approximately $115.74 in annual county-tax savings.

Primary residence Only a qualifying primary residence can receive the County Homestead exclusion.
March 1 deadline The signed application must be received by March 1 for the applicable tax year.
No annual refiling Once properly approved, owners generally do not file again every year.
New owner must check A “Yes” displayed after a recent sale can relate to the prior owner. New owners should confirm their own eligibility and application.
Deed name change Reapplication may be required following ownership-name changes or transfer into a trust.
Act 1 connection County qualification also activates the Act 1 exclusion for school-tax purposes without a separate application.
Search your property. Open General Information and find the “Homestead” field.
If it says “Yes,” verify the owner. Recent buyers should not assume the prior owner’s qualification automatically belongs to them.
Download the Act 50 application. Use the official Homestead/Farmstead Exclusion page.
Complete owner and primary-residence questions. Mixed-use, trust and farmstead properties should answer the additional questions carefully.
Submit by the applicable March 1 deadline. The County accepts completed applications through the methods listed on the current form.
Only one Homestead: Claiming more than one primary-residence Homestead can result in repayment, interest, penalties and fines.
Act 77 Senior Citizen Tax Relief

Allegheny County Senior Property Tax Discount

Ownership Requirement The applicant generally must have owned and occupied a primary residence in Allegheny County continuously for at least 10 years, subject to the program’s moving-within-county rule.
Age / Disability Qualification includes age 60+, certain widows or widowers age 50–60, or permanently disabled applicants age 18–60.
Income Limit 2026 gross household income limit is $30,000, with only 50% of qualifying Social Security, SSI and Railroad Retirement Tier 1 counted.
Benefit: The 2026 program provides a 30% discount on qualifying county real-property tax, capped at $650 per year.
2026 application deadline has passed: Applications were due June 30, 2026. If you may qualify next year, prepare proof of age, ownership and income before the next filing period.
Installment option: Approved participants may choose two equal payments of gross county tax, with the first due April 30 and second due September 30 under the current program.
Review Act 77 Senior Tax Relief Confirm future application dates and income rules with the County Treasurer before relying on prior-year thresholds.
Agricultural and forest land

Allegheny County Clean & Green Preferential Assessment

Clean & Green under Act 156 bases qualifying land on agricultural-use, agricultural-reserve or forest-reserve value rather than ordinary fair-market assessment.

Acreage route The County identifies 10 acres as an important program qualification threshold.
Income route Qualifying agricultural property can also involve land capable of generating at least $2,000 annually in farm income.
June 1 deadline Applications are due by June 1 to become effective for the following calendar tax year.
Changing land use can create significant tax consequences. Owners should review rollback-tax implications before converting preferentially assessed acreage.

Fire, flood or natural disaster

Catastrophic Loss Assessment Reduction

Pennsylvania law allows an Allegheny County assessment reduction when fire or another natural disaster causes damage that diminishes the property’s real-estate value by at least 50%.

50% threshold Damage must diminish real-property value by 50% or more.
Filing period Apply within six months after the loss or before the end of the calendar year, whichever gives the owner longer.
Real property only Personal belongings such as furniture, appliances and flooring are not the basis of the real-estate assessment reduction.
Document the event date. Keep fire, insurance, emergency-management or repair records.
Photograph structural damage. Exterior, interior, foundation and habitability evidence can help establish severity.
File even when the percentage is uncertain. The County advises owners to apply when significant structural damage exists because the filing window is limited.
Wait for written determination. A determination can be challenged using the Special Appeal process.

Search beyond the abbreviated assessment history. Use the full land-record databases when complete ownership or lien research matters.
Compare the legal description. Confirm plan, lot, metes-and-bounds or prior-deed references.
Order the needed copy. Deeds, mortgages and mortgage satisfactions can be obtained using County in-person, mail or online copy options.
Assessment owner ≠ guaranteed legal title. Allegheny County’s parcel website is a tax-assessment resource. Complex title, inheritance, lien and boundary issues should be verified from recorded documents and, when appropriate, a Pennsylvania title professional or attorney.

Allegheny County Delinquent Property Tax Lookup

Past due began May 1, 2026.
Initial penalty One-time 5% penalty.
Monthly interest 1% interest accrues each month during the County past-due period.
Prior-year collection Jordan Tax Service collects delinquent/liened County real-estate taxes not previously sold to GLS.
Collection commission Applicable delinquent accounts can include a 10% collection commission plus postage and other recoverable charges.
Older lien exception Certain 1997 and 1998 County tax liens were sold to GLS Capital and require separate inquiry.
Open the parcel’s Tax Information. Review each year separately.
For 2026, use the live balance. Penalty and interest can make the current payoff larger than the printed gross tax.
For prior years, follow the collector instruction. The portal can direct owners to Jordan Tax Service at 412-835-5243.
Ask for a complete payoff. Include tax, interest, penalty, lien charges, collection commission and fees.
Recheck the parcel after payment. Save written payoff evidence and confirmation that the tax/lien was satisfied.

If the Property Is Actually Inside the City of Pittsburgh

A Pittsburgh mailing address is not enough. First confirm that the Real Estate Portal lists a City of Pittsburgh ward as the municipality. If it does, the owner has a separate City real-estate tax process in addition to Allegheny County tax.

2026 City millage The City’s current property-tax worksheet lists a 9.67-mill City rate.
City discount A 2% discount was available through February 10 for the annual City tax or first installment.
City installment dates February 27, April 30 and July 31, 2026.
The City schedule is not the County schedule. Allegheny County’s 2026 discount ended March 31 and face period ended April 30. City of Pittsburgh billing follows its own dates.
As of August 7, 2026: The City’s third 2026 installment due date of July 31 has passed. Owners with an unpaid Pittsburgh City bill should use the live City Real Estate system rather than an old installment coupon.
