Lincoln County Property Assessor 2026: Search & Tax Records

Lincoln County Tennessee Property & Tax Guide

Find Lincoln County TN Parcel Values, Tax Bills, Greenbelt Records and Deeds

Lincoln County uses Tennessee’s Assessor of Property system rather than a combined “tax assessor” office. Assessor Tammy Painter handles appraisal, classification, parcel information and assessment records. Trustee Mary Jane Porter collects county property taxes, while Register of Deeds Randy Delap maintains deeds, deeds of trust and other recorded land documents.

This 2026 guide shows how to search Lincoln County property by owner, address or parcel ID; interpret market and assessed value; check Tennessee’s 25%, 30%, 40% and 55% assessment classes; understand the current appeal position after the normal June review season; calculate county taxes; use Greenbelt correctly; apply for state Tax Relief; distinguish Tax Relief from the unavailable countywide Tax Freeze program; and connect a parcel with its recorded deed.

Lincoln County’s 2026 Property Data Is Live and the Main June Appeal Season Has Passed

Tennessee Property Assessment Data currently displays Tax Year 2026 for Lincoln County and reported a data update of July 14, 2026. The state database identifies Lincoln as county number 052 and lists 2024 as the latest countywide reappraisal year.
2026 parcel data Current owner, January 1 owner, address, map/parcel identifier, market value, assessment, sales and building information can be available.
Five-year reappraisal plan Lincoln County formally continued its five-year reappraisal plan after the 2024 reappraisal.
County appeal season Tennessee county boards normally begin meeting June 1. Contact Tammy Painter’s office to learn whether any special or extended local 2026 review route remains.
State appeal A County Board decision may be appealed by August 1 or within 45 days after notice of the County Board action, whichever is later.
2026 tax bills Taxes become due on the first Monday in October—October 5, 2026.
Interest-free payment window Regular 2026 county taxes can generally be paid through February 28, 2027 before March 1 delinquency.
Missed a normal value appeal? Do not file a late State Board appeal blindly. Tennessee allows limited exceptions—such as lack of legally required notice, certain correction cases or reasonable cause—but eligibility is fact-specific. Start with the Lincoln County Assessor.

Control Map State/county map reference. Helpful for GIS and rural parcel identification.
Parcel Parcel component of the county identifier. Copy exactly when calling the Assessor.

How to Calculate a Lincoln County Property Tax Estimate

Appraised Value × Classification A residential home uses 25% of appraised value.
Assessed Value ÷ 100 Tennessee tax rates are expressed per $100 of assessed value.
×
Current Tax Rate Multiply by the County Commission’s certified rate for that tax year.

Example using a $300,000 residence

Step Calculation Result
Market appraisal Example residence $300,000
Residential percentage $300,000 × 25% $75,000 assessed value
Rate units $75,000 ÷ 100 750 units
County tax 750 × current county rate Current-year county property tax
Do not use Lincoln County’s old $1.8998 rate as a 2026 rate. That rate was adopted for the fiscal year beginning July 1, 2024. Use the current 2026 Trustee bill or certified state/county rate for an exact 2026 calculation.

How to Search and Pay Lincoln County Property Taxes

Find the property first. Use Tennessee Property Assessment Data and copy the owner, property address and parcel identifier.
Open Tennessee Trustee. Visit Tennessee Trustee.
Select Lincoln County. Do not accidentally select another Lincoln County outside Tennessee from a search engine result.
Search the tax account. Use the available owner, parcel or property search fields.
Confirm the tax year. A prior-year paid record is not proof that the current year is paid.
Review amount paid and amount due. Tennessee Trustee public access can show tax calculations, balances and payment information.
Check county versus city tax. Property inside an incorporated city may have a municipal tax obligation in addition to Lincoln County tax.
Review electronic payment charges. Credit-card and electronic-check processing terms are displayed by the payment service; confirm the fee before submitting.
Save the receipt. Record parcel, tax year, amount, date and confirmation number.
Verify posting. Recheck the online account or contact Trustee Mary Jane Porter at 931-433-1371.
Assessor record ≠ tax receipt. Use Tennessee Trustee or the Trustee’s office when you need proof a particular tax year was paid.

County Board The County Board of Equalization is normally the required first formal appeal level.
State Board A timely local-board decision can be appealed to Tennessee’s State Board of Equalization.
Judicial review Further review can proceed through the applicable Tennessee court process.
August 7, 2026 status: Tennessee’s ordinary June County Board season and general August 1 State Board date have passed. However, a taxpayer who received a later County Board decision may still be inside the separate 45-day State Board window.

Evidence to prepare

  • 2026 parcel detail report
  • Parcel ID / map reference
  • Owner’s requested market value
  • Recent comparable sales
  • Sale dates and parcel IDs
  • Professional appraisal
  • Dated property photographs
  • Repair estimates
  • Building-size evidence
  • Land/acreage evidence
  • Greenbelt documentation
  • Classification evidence
Weak appeal: “My tax bill is too high.” Tennessee specifically separates taxation from assessment, and tax amount alone is not a valid valuation argument.
Stronger appeal: identify the market value you believe is correct and show why through comparable sales, appraisal evidence, factual corrections or classification evidence.
“I am reviewing Lincoln County Parcel ID __________. The 2026 state assessment record shows market appraisal __________ and assessment __________. My requested market value/classification is __________ because __________. Please confirm whether any local appeal route remains open and, if I already received a County Board decision, the exact State Board filing deadline.”
Important for Lincoln County farms and acreage

Tennessee Greenbelt Use-Value Assessment in Lincoln County

Greenbelt is not simply a “farm exemption.” Qualifying agricultural, forest and open-space land is valued according to its current qualifying use rather than the potentially higher market value associated with development.

Agricultural land Generally at least 15 acres and actively used as a farm unit, with an alternative long-term family-farming route in state law.
$1,500 income presumption Agricultural use can be presumed when gross agricultural income averages at least $1,500 per year over a three-year period.
Forest land Generally requires at least 15 acres and qualifying sustained-yield forest management.
Open space Can begin at three acres, but additional statutory designation/easement requirements apply.
March 15 deadline First-time Greenbelt applications normally must reach the Assessor by March 15 for that tax year.
Use appraisal on parcel A Greenbelt record can display both market appraisal and lower qualifying use appraisal.
Buyer warning: Greenbelt can create rollback-tax exposure when land stops qualifying or qualifying acreage is developed. Agricultural and forest rollback generally recaptures the preceding three years of saved taxes; open-space rollback generally uses five years.
Before closing: ask the Assessor whether the sale, planned subdivision, change in acreage or intended development will disqualify all or part of the tract and who will be responsible for any rollback tax.
Open Tennessee Greenbelt Guidance Review agricultural, forest and open-space qualification, forms, rollback rules and appeal procedures.
2026 statewide Tax Relief

Lincoln County Property Tax Relief for Elderly, Disabled and Veteran Homeowners

Tennessee Property Tax Relief is a state reimbursement program, not an exemption from receiving or paying the tax bill. Applications are handled locally through Trustee Mary Jane Porter and then reviewed by the Tennessee Comptroller’s Tax Relief section.

2026 category Main eligibility point 2026 relief calculation limit
Elderly homeowner Age 65 by Dec. 31, 2026; own/use home as primary residence; 2025 household income generally no more than $38,470. Relief calculated on up to $33,600 market value.
Disabled homeowner Qualifying disability by Dec. 31, 2026; primary residence; 2025 household income generally no more than $38,470. Relief calculated on up to $33,600 market value.
Disabled veteran Qualifying service-connected permanent/total disability or another statutory VA category; primary residence. Relief calculated on up to $175,000 market value.
Qualifying surviving spouse Must meet statutory surviving-spouse requirements and provide required VA/death documentation. Up to $175,000 market value where veteran-relief rules are met.
When to apply: Tennessee’s 2026 brochure says applications can be made when the 2026 property-tax bill is received. The deadline is 35 days after the delinquency date, and the taxes must also be paid by that date.
Prepare income documents: elderly and disabled applicants may need tax returns, 1099s, W-2s and documentation of all income sources. Disabled veteran applicants use VA consent forms such as F-16; qualifying surviving spouses use F-16S.

Does Lincoln County Offer the Tennessee Property Tax Freeze?

No countywide Lincoln County Tax Freeze is listed for tax year 2026. Tennessee publishes the jurisdictions that adopted the optional freeze program, and Lincoln County is not among the 28 participating counties.

This distinction matters because Tax Relief and Tax Freeze are different programs. Lincoln County homeowners can still pursue the statewide Tax Relief program if eligible, but they should not assume their county assessment can be frozen simply because the statewide 2026 freeze income chart lists a standard Lincoln County income figure.

Tax Relief State-funded reimbursement. Available statewide to qualifying elderly, disabled and disabled-veteran homeowners.
Tax Freeze Optional local program freezing the taxable value of an eligible elderly homeowner’s principal residence. Lincoln County has not adopted the countywide program for 2026.
Business owners

Lincoln County Business Tangible Personal Property

Schedule mailed Tennessee assessors normally send business tangible-personal-property schedules by February 1.
March 1 filing Businesses should file the completed schedule with the Assessor by March 1.
30% assessment Commercial and industrial tangible personal property is generally assessed at 30% of depreciated value.
Forced assessment A business that fails to file can receive a forced assessment.
Change notice Changed or forced assessments are generally noticed in May.
Amended schedule A timely filer generally has until September 1 of the following year to amend the prior-year schedule; forced assessments do not receive the same amendment right.
Business owner mistake: renting the building does not mean there is no property assessment. Furniture, equipment, machinery and other business assets can create a separate tangible-personal-property account.

How to Find Lincoln County Deeds and Recorded Land Documents

Start with Tennessee Property Assessment Data. Copy owner name, parcel identifier and any deed book/page shown in Sale Information.
Identify the recorded transaction. Note sale date, instrument type and book/page reference.
Contact the Lincoln County Register of Deeds. Randy Delap’s office is at 112 Main Avenue South, Room 104, Fayetteville.
Give staff the fastest search clues. Provide party name, approximate recording date, instrument type and book/page if available.
Request a copy or certified copy. Use certification when a court, lender, title company or other recipient specifically requires it.
Read the legal description. The recorded deed controls legal-description research more directly than the condensed Assessor entry.
Search related instruments. A deed alone does not show every trust deed, assignment, release, easement or lien affecting the property.
Use a professional title search when necessary. Register staff records documents but does not replace an attorney or title company for ownership/lien opinions.
