Berks County Annual Appeals Are Closed—but Not Every Appeal Deadline Is Gone
The ordinary 2026 annual appeal filing period ran June 15 through August 1 and has ended. Berks County requires the appeal and filing fee to be received by the deadline; appeal forms cannot be filed by email or fax.
Received a new assessment-change notice?
A separate rule applies. Berks County says a change in assessment must be appealed within 40 days of the notice date.
Church or nonprofit exemption?
Berks County says exemption applications should be returned before September 1, with a hearing scheduled in October.
2026 real-estate tax bill?
The County Treasurer’s current notice says 2026 bills are in the penalty period through December 31, 2026.
New 2026 hearing format: Berks County returned assessment appeal hearings to in-person proceedings beginning with the April 2026 hearings. Hearing notices give the date, time and location at the Assessment Office, 400 E. Wyomissing Avenue, Mohnton.

Why Berks assessments can look far below current sale prices
Berks County’s Last Countywide Reassessment Was Effective in 1994
Berks County’s own Assessment FAQ says the last countywide reassessment became effective for the 1994 tax year. That is why comparing the raw assessed value directly with a 2026 Zillow-style market estimate or recent sale price can be misleading.
Assessment
The taxable assessment carried by the County is not automatically the same number as a property’s current open-market sale price.
Current market evidence
Recent arms-length sales, an appraisal and relevant property characteristics are important when challenging value.
CLR equalization
Pennsylvania uses a Common Level Ratio at the appeal level to relate assessments to current market value.
Do not “update” the assessment yourself by inflation. Use Berks County’s actual assessment record and the official CLR appropriate to the appeal’s effective year.

Assessment appeal Common Level Ratio
Berks County states that the Common Level Ratio is used only at the appeal level by the Board of Assessment Appeals or Court of Common Pleas.

The County explains that dividing assessed value by the applicable CLR produces an imputed market value.
Recorder of Deeds CLR factor
The Recorder publishes a separate real-estate valuation factor used for transfer-tax / Statement of Value purposes. From July 1, 2026 through June 30, 2027, that factor is 3.12.

Do not interchange these numbers. Berks County explicitly warns that the appeal CLR should not be confused with the CLR Factor posted by the Recorder of Deeds.
Effective year matters: a filing made in calendar 2026 can potentially concern a later effective assessment year. Use the CLR for the effective year stated in your appeal process rather than choosing a ratio only because the form was filed in 2026.

What Berks says you must prove
The law presumes the existing assessment is correct. Berks County says a reduction claim must demonstrate that the assessment is excessive relative to current market value.
High taxes and ability to pay are not valid assessment-appeal grounds. The Board is deciding assessment/value, not whether the tax burden fits the owner’s budget.

A form without the required fee can jeopardize the filing. Berks instructs appellants that both the appeal and filing fee must be received by the deadline.
School real-estate tax relief
Berks County Homestead & Farmstead Tax Relief
The Homestead/Farmstead program reduces an approved owner’s school real-estate tax bill by an applicable relief amount. It is not a countywide percentage reduction in current market value.
Homestead
Applicant must own the property and use it as the primary residence.
Farmstead
Owners with more than 10 acres and qualifying agricultural outbuildings may also qualify for farmstead treatment.
No annual reapplication after approval
Berks says approved properties remain in the program until ownership or mailing-address circumstances change.
2026 filing deadline has passed. Berks requires applications by March 1 or the next business day when March 1 falls on a weekend or holiday. March 1, 2026 was a Sunday, making the next-business-day deadline March 2, 2026.

Act 319 preferential land assessment
Berks County Clean & Green: Agricultural, Reserve & Forest Land
Clean and Green is Pennsylvania’s use-value assessment program for qualifying agricultural, agricultural-reserve and forest-reserve land. It can reduce the taxable assessment by valuing qualifying land according to use rather than unrestricted market value.
Agricultural Use
Generally requires at least 10 contiguous eligible net acres farmed during the preceding three years.
Land under 10 acres can qualify when it meets the farming-history requirement and demonstrates at least $2,000 of qualifying gross annual agricultural income under the program rules.
Agricultural Reserve
Generally requires at least 10 contiguous eligible net acres and noncommercial open-space use.
Berks states that qualifying Agricultural Reserve property must be available to the public for passive activities under the program’s access rules.
Forest Reserve
Generally requires at least 10 contiguous eligible net acres capable of producing timber or wood products.
The Assessment Office may require photographs, survey information, tree inventories, sales invoices or other supporting material.
Application deadline
Pennsylvania’s normal Clean and Green deadline is June 1 for consideration for the following tax year.
Change-of-use notice
Berks instructs enrolled owners to notify the Assessor of a use change within 30 days.
Rollback exposure
State law can impose up to seven years of rollback taxes plus 6% simple interest when enrolled land is disqualified.
Before selling, subdividing or converting enrolled land: contact the Assessment Office first. Some split-offs and separations receive specific statutory treatment, while other changes can trigger substantial rollback tax.

Current property taxes are decentralized in Berks County. The Assessment Office does not collect them. Your municipality and school district determine which tax collector or district office handles the bill.

Current August 2026 status: Berks County Treasurer’s notice says 2026 real-estate tax bills carry a March 1, 2026 bill date and are currently in the penalty period through December 31, 2026.
Missing your bill? Contact the District Tax Collector for a replacement. If the problem is an incorrect mailing address, contact the Assessment Office because the bad address can affect future tax and assessment notices too.

How to Search Berks County Delinquent Property Taxes
Use one search field first.
Berks says only one field is required.
Parcel number is recommended.
Enter the parcel without dashes.
Use the correct parcel length.
Standard parcel numbers are 14 digits; mobile-home searches use 17 digits.
If using address, follow Berks abbreviations.
For example: St, Rd, Ln, Av, Cr, Bl and Pi.

Compare parcel and property address before paying.
Review the vendor service fee.
Berks states that online credit-card payment includes a vendor service fee calculated during checkout.
Tax Claim can offer more than a payoff screen. The Bureau says it sends statutory notices, accepts payments, and can set up payment plans for qualified individuals.
No cash: the Tax Claim Bureau currently states that it no longer accepts cash; its listed office payment forms are check and money order. Returned checks are subject to a $50 service charge under the current County resolution.
