The New 2026–27 Tax Statement Is Not Available Yet
Clackamas County’s new tax roll is based on the January 1, 2026 assessment date. The resulting 2026–27 property-tax statements are distributed in October.
The county currently says property owners enrolled in eNotices can receive early online access around October 20, while tax statements are uploaded/distributed by approximately October 25.
Until the new roll is certified and statements are released, an online historical statement or existing balance should not be mistaken for the final 2026–27 tax bill.

Real Market Value — RMV
What the Assessor estimates the property would sell for on the open market as of January 1.

Maximum Assessed Value — MAV
Measure 50 value generally constrained to 3% annual growth except for qualifying changes such as new construction.

The lower of RMV or MAV. This is normally the taxable value used for calculating property taxes.
Why an appeal can reduce RMV but not your tax: if RMV is still above MAV after the reduction, AV can remain unchanged. When AV does not change, the tax bill usually does not change either.

Why Clackamas Property Taxes Can Change Differently From Market Value
Measure 50: 3% MAV growth
Maximum Assessed Value generally cannot grow by more than 3% each year under the normal rule.
Measure 50 exceptions
New construction, remodeling, subdivisions and rezoning can produce additional value outside the normal 3% growth pattern.
RMV can move faster
Market value can rise or fall independently from MAV.
Measure 5 — Education
Constitutional limitation is $5 per $1,000 of RMV for the education category.
Measure 5 — Government
Constitutional limitation is $10 per $1,000 of RMV for general-government taxes.
Bond taxes
Certain voter-approved general obligation bond taxes are outside Measure 5 compression limits.
Do not assume “3% cap = my total bill can only increase 3%.” New property, exception value, changed taxing-district levies, voter-approved measures and other factors can make the actual bill change differently.

16% annual statutory interest
Clackamas County lists delinquent interest at 16% annually, or approximately 1.333% per month.
Interest posts monthly
Interest accrues on the 16th of each month on past-due tax under the applicable installment schedule.
Real property delinquency
Real property tax is delinquent if the full tax is not paid by the final May installment date.
Oldest tax first
Payments are applied to the earliest tax year that remains due.
Three-year foreclosure threshold
Real-property foreclosure proceedings can begin after taxes have been delinquent for three years.

How to Appeal a 2026 Clackamas County Property Value
Clackamas County’s local property-value appeal body is now called the Property Value Appeals Board (PVAB), formerly BOPTA.
Wait for the 2026–27 tax statement.
Clackamas County instructs owners to file the local current-year appeal after the property tax statement is received.
Check RMV, MAV and AV before filing.
Determine which value must actually change to produce the result you want.
Gather January 1, 2026 evidence.

Senior & Disabled Property Tax Deferral
Oregon’s deferral program is not a tax exemption. If approved, the state pays the qualifying property taxes and records a lien against the property. The deferred amount accrues interest and generally must later be repaid.
Senior applicant
Must generally be at least 62 by April 15 of the filing year.
Disabled applicant
Must satisfy the disability/qualifying Social Security requirements.
2026 household income
2025 household income cannot exceed $70,000.
Net worth
Current program limit is $500,000, excluding specified items such as the qualifying home.
Residence requirement
Generally must have owned and lived in the home for at least five full years ending April 15.
Interest
Deferred tax balances accrue 6% yearly interest.
August 2026 opportunity: the regular April 15 deadline passed, but Oregon allows a late 2026 application through December 1 with a late fee.
2026 late fee: the fee is generally 10% of the most recent tax, with a 2026 minimum of $20 and maximum of $180.
2026 RMV rule: Oregon raised the minimum RMV cap to $301,000 and relaxed the residency-based RMV limit for certain owners with fewer than 17 years in the home.

The county describes a war veteran officially certified as 40% or more disabled, or an eligible surviving spouse, subject to program rules.
2026 regular filing date passed: Clackamas says the application must normally be filed by April 1 to secure the exemption for taxes due the following November.
No annual renewal after approval: once qualified, the exemption generally continues, but moving or changing the ownership record requires a new application.

Qualifying EFU-zoned land must continue commercial farm use and accepted farming practices.
Unzoned Farmland
