Hillsborough County 2026 Assessment Status
The key 2026 event still ahead is the TRIM notice. HCPA mails Truth in Millage notices during August and says owners should receive them no later than the end of the month. As of August 7, the final parcel-specific VAB petition deadline should be taken from the 2026 TRIM notice rather than guessed in advance.
January 1 value date
Every Hillsborough real-estate assessment is based on the property’s status and market as of January 1, 2026.
Preliminary roll submitted July 1
HCPA submits preliminary real and tangible assessment rolls to the Florida Department of Revenue for review.
TRIM arrives in August
The notice shows proposed 2026 market, assessed and taxable values plus proposed millage and estimated taxes.
2026 Homestead late filing may still be possible

Certified 2026 taxes become payable beginning November 1 and are due by March 31, 2027.
2026 Homestead change: Florida’s inflation-indexed additional Homestead Exemption is now a maximum of $26,411 for 2026. The original $25,000 exemption still applies to all ad valorem levies, while the additional inflation-adjusted tier applies to qualifying non-school taxable value above $50,000.
Save Our Homes for 2026: the effective assessment increase limitation is 2.7%, because Florida uses the lesser of 3% or the applicable CPI change.

As of August 7, 2026: do not publish or rely on a guessed September VAB date. Florida’s rule is generally the 25th day after the TRIM notice is mailed, and the parcel’s notice should show the exact deadline.

2026 VAB filing fee: Hillsborough County says the filing fee increased to $50 effective for the 2025 season. A timely-filed Homestead Exemption denial appeal is one of the categories for which Florida law does not allow the ordinary VAB petition filing fee.

Wrong reason to file: the VAB does not reduce a tax rate simply because the total bill is expensive. A value petition challenges valuation; millage-rate concerns belong with the taxing authority at its budget hearing.

March 1 has passed—but 2026 may not be over. HCPA accepts late-filed Homestead and other exemption applications through the 25th day after the annual TRIM notice is mailed. After that statutory late-filing window closes, HCPA says Florida law does not permit it to accept a 2026 application.
Do not wait for the exact deadline if you already know you missed March 1. Submit the application now and preserve proof of filing rather than waiting for a TRIM notice to remind you.

Save Our Homes and Portability Explained
2026 Save Our Homes cap
Homesteaded assessed value generally cannot increase more than the lower of 3% or CPI. For 2026, the applicable CPI limit is 2.7%.
The cap starts after Homestead begins
HCPA explains that Homestead property is assessed at full market value when it first receives the exemption; the limitation applies in later years.
Sale resets the old owner’s cap
After a change of ownership, the prior owner’s capped assessment generally expires and the property is reassessed at full market value the following January 1.
New construction can increase value
Additions or improvements can be added above the prior capped value under Florida law.
Portability can move savings
An eligible Florida homeowner may transfer some or all of the accumulated assessment difference to a new Florida homestead.
Three-tax-year portability window
Florida expanded the period for transferring a prior Homestead assessment difference to three tax years.
Save Our Homes does not cap the total tax bill at 2.7%. It limits the applicable homestead assessed value increase. Millage rates and non-ad valorem assessments can change independently.
Recapture can surprise owners: if assessed value remains below market value, the capped assessed value can rise by the permitted amount even in a year when market value is flat or lower.

For a purchase, do not automatically use the seller’s capped assessed value.
Review school and non-school taxes separately.
Homestead exemptions can produce different taxable values for different taxing authorities.
Add non-ad valorem charges.
These are not always captured by a simple value × millage calculation.
Treat the result as an estimate.
HCPA states final taxes can vary because of final millage, exemptions, assessment caps, non-ad valorem charges and other factors.
No single “Hillsborough tax rate” fits every parcel. Final tax depends on school, county, municipality or unincorporated MSTU, water-management and special-district levies tied to the parcel.

Qualifying taxpayers can divide property taxes into four payments during the year.
Application deadline
The Tax Collector says the application must be submitted before May 1 of the tax year.
Minimum estimated tax
Estimated taxes must be more than $100 per tax notice to use the installment plan.
2026 enrollment has passed: as of August 7, a taxpayer who did not apply before May 1 cannot newly enter the ordinary 2026 installment plan. Review partial-payment options or plan ahead for the next tax year.

What is TPP?
Furniture, fixtures, tools, machinery, signs, equipment, leasehold improvements, supplies, leased equipment and similar business assets.
2026 filing deadline
HC-405 Tangible Personal Property Tax Return was due April 1 to avoid ordinary late-filing penalties.
$25,000 exemption
A timely initial HC-405 can qualify the account for up to $25,000 of tangible personal-property assessed-value exemption.
Late penalty
HCPA states a late return is subject to 5% per month or partial month, up to a 25% maximum.
Filing waiver can apply later
If assessed value remains at or below the exemption threshold, HCPA may waive future filing—but the business should keep filing until HCPA gives that waiver.

As of August 7: a business that should have filed for 2026 should not wait for the November tangible tax bill. Contact the Tangible Department now because a non-filing estimate does not remove the obligation to file an accurate return.
Extension rule: HCPA allows a 30-day extension request. An additional 15-day extension can be requested in writing by May 1 and is discretionary for extraordinary cause.

The agricultural-classification application must be filed with HCPA on or before March 1 for the current tax year.
Bona fide agricultural use
Classification is based on actual qualifying agricultural use—not merely owning acreage in a rural area.
Use value vs market value
Approved agricultural land can be assessed under Florida’s statutory agricultural-classification methodology rather than ordinary market-value treatment for the classified portion.
Missed March 1? Agricultural late-filing and denial procedures are highly deadline-sensitive. HCPA’s important-dates page says denial appeals have a 30-day clock from the mailing of the denial notice.

City of Tampa and unincorporated Hillsborough have the local long-term senior program for qualifying 25-year residents whose property and income meet statutory criteria.

Florida law provides an assessment reduction for qualifying living quarters constructed for a parent or grandparent on an existing homestead.

Incomplete repairs can affect January 1 value
If a damaged structure remains incomplete on the next January 1, HCPA may reduce market and capped values based on its condition.
Rebuilding rules changed
HCPA notes new Florida legislation effective in 2025 changed square-footage treatment for qualifying reconstruction added to the 2026 roll.
2026 homestead catastrophe threshold: HCPA says qualifying residential homestead reconstruction completed after a catastrophic event may rebuild up to 130% of the original structure’s square footage without additional value being added above the prior capped value, subject to statutory requirements and exceptions.
Do not rely on the FEMA 50% Rule and property-tax rules as if they are the same thing. Building/floodplain substantial-damage requirements and ad valorem assessment treatment are separate legal questions.
