Putnam County’s 2026 Reappraisal Is Complete—but Tax Bills Have Not Been Mailed Yet

The biggest number on your May reappraisal notice is not your tax bill. Putnam County completed its first countywide reappraisal since 2021, and the County Commission subsequently approved a certified 2026 county property-tax rate of $1.6392 per $100 of assessed value. The prior 2025 county rate shown on the Trustee FAQ is $2.66, so do not estimate a 2026 bill by applying that old rate to the new reappraised value.

A 69% appraisal increase does not mean a 69% tax increase. Tennessee requires a certified rate following countywide reappraisal that is designed to avoid an automatic revenue windfall from existing property. Putnam County’s 2026 reappraisal reset real-property values to better reflect the market after several years of strong real-estate appreciation. The live state property system now marks Putnam County’s Reappraisal Year as 2026.

Inside city limits? The Putnam County Trustee collects county tax only. Cookeville, Algood, Baxter and Monterey can impose separate municipal property taxes. Check the municipality instead of assuming the county bill is the entire obligation.

What Can You Still Do About a Putnam County 2026 Reappraisal?

The ordinary Putnam County Board of Equalization session for the 2026 reappraisal has already occurred. County Board hearings are conducted during June. However, a taxpayer who received a recent County Board decision can still have a State Board filing deadline based on the date that decision notice was sent.

State Board deadline: Tennessee says an appeal from a County Board of Equalization must generally be filed by August 1 of the tax year or within 45 days after the County Board decision notice was sent, whichever is later. Because today is August 7, some owners with later County Board notices may still be inside that 45-day window.

A large percentage increase alone is not proof of overvaluation. Tennessee’s State Board explains that a reappraisal increase by itself does not invalidate the assessment. Evidence should establish a more supportable market value.

Elderly, Disabled and Disabled-Veteran Tax Relief
