Putnam County Tennessee Property Records
Search Putnam County TN Appraisals, Parcel Maps, Tax Bills and Deed Records
Putnam County is in a major property-tax transition in 2026. Property Assessor Steve Pierce has completed the countywide reappraisal that replaced the 2021 values, and the Tennessee Property Assessment Data system now identifies 2026 as Putnam County’s reappraisal year. The new values affect more than 40,000 parcels in Cookeville, Algood, Baxter, Monterey and rural Putnam County.
This guide shows how to search by owner, address or parcel ID, read land and improvement values, open the statewide parcel map, understand Tennessee’s 25% residential assessment ratio, calculate tax using the new 2026 certified county rate, determine whether a June appeal or later State Board appeal is still possible, prepare for October tax bills, use tax relief and the new Putnam County senior tax freeze, research Greenbelt use value, check delinquency and find deeds, mortgages, liens and subdivision plats through the Register of Deeds.

Putnam County’s 2026 Reappraisal Is Complete—but Tax Bills Have Not Been Mailed Yet
The biggest number on your May reappraisal notice is not your tax bill. Putnam County completed its first countywide reappraisal since 2021, and the County Commission subsequently approved a certified 2026 county property-tax rate of $1.6392 per $100 of assessed value. The prior 2025 county rate shown on the Trustee FAQ is $2.66, so do not estimate a 2026 bill by applying that old rate to the new reappraised value.
2026
Reappraisal year
The live Tennessee property database identifies Putnam County’s current tax year as a reappraisal year.
≈69%
Residential average
The Assessor reported an average residential value increase of roughly 69% during the 2026 reappraisal.
≈74%
Commercial average
Commercial values were reported as rising roughly 74% on average.
$1.6392
Certified county rate
Approved after reappraisal for each $100 of assessed value.
A 69% appraisal increase does not mean a 69% tax increase. Tennessee requires a certified rate following countywide reappraisal that is designed to avoid an automatic revenue windfall from existing property. Individual taxes can still rise or fall depending on how your parcel changed relative to the county tax base and whether a city tax also applies.
2026 records are already searchable: Tennessee Property Assessment Data was displaying Putnam County Tax Year 2026 records in July 2026, including the new market appraisal, assessment percentage, assessed value, sale data and building characteristics.

First countywide reset since 2021
Why Putnam County Property Values Changed So Much in 2026
Putnam County’s 2026 reappraisal reset real-property values to better reflect the market after several years of strong real-estate appreciation. The live state property system now marks Putnam County’s Reappraisal Year as 2026.
Previous reappraisal

Physical review
The Assessor’s office performs field and data review during the years leading into a countywide reappraisal.
Sales analysis
Market transactions help establish updated appraisal levels.
Residential average
Assessor Steve Pierce reported roughly 69% average residential appreciation since the prior cycle.
Commercial average
The reported countywide average was approximately 74%.
Future cycle: in 2026 Putnam County approved moving from a five-year to a four-year reappraisal schedule. The purpose is to keep assessed markets closer to current sales conditions and reduce the size of future one-cycle adjustments.
County averages do not decide your parcel: a 69% residential average does not prove that your individual house should rise 69%. Your property must be supported by its own characteristics and relevant market evidence.

Business Personal
Tangible business personal property is generally assessed at 30%.
Residential example: a $400,000 market appraisal × 25% produces a $100,000 assessed value. The property-tax rate is applied to that $100,000 assessment—not directly to $400,000.
2026 certified county rate
How the $1.6392 Putnam County Property Tax Rate Works
2025 county rate
$2.66 per $100 of assessed value.
2026 certified rate
$1.6392 per $100 of assessed value following the countywide reappraisal.
Why it dropped
Tennessee’s reappraisal process requires calculation of a revenue-neutral certified tax rate for existing property before any separately approved tax-rate increase.
| Example |
Calculation |
Approximate amount |
| $400,000 residential appraisal |
$400,000 × 25% |
$100,000 assessed value |
| 2026 Putnam County tax |
$100,000 ÷ 100 × $1.6392 |
$1,639.20 county tax before relief/adjustments |
| Cookeville city example |
$100,000 ÷ 100 × $0.62 |
$620 city tax in addition to county tax |
Inside city limits? The Putnam County Trustee collects county tax only. Cookeville, Algood, Baxter and Monterey can impose separate municipal property taxes. Check the municipality instead of assuming the county bill is the entire obligation.
Cookeville 2026: the City of Cookeville has published a 2026 city property-tax rate of $0.62 per $100 of assessed value, payable from October 5, 2026 through February 28, 2027 without interest.
County-level 2026 hearings occurred in June
What Can You Still Do About a Putnam County 2026 Reappraisal?
The ordinary Putnam County Board of Equalization session for the 2026 reappraisal has already occurred. County Board hearings are conducted during June. However, a taxpayer who received a recent County Board decision can still have a State Board filing deadline based on the date that decision notice was sent.
Assessor
Informal review.
County Board
June hearing.
Written decision
Read notice date.
State Board
File timely.
Judicial review
Chancery Court route.
State Board deadline: Tennessee says an appeal from a County Board of Equalization must generally be filed by August 1 of the tax year or within 45 days after the County Board decision notice was sent, whichever is later. Because today is August 7, some owners with later County Board notices may still be inside that 45-day window.
Evidence that is more useful than saying “the value went up too much”
- 2026 assessment change notice
- Current TPAD property card
- Comparable property sales
- Recent independent appraisal
- Building measurement corrections
- Photos of condition problems
- Written repair estimates
- Acreage or survey evidence
- Recorded easements or restrictions
- Income evidence for commercial property
A large percentage increase alone is not proof of overvaluation. Tennessee’s State Board explains that a reappraisal increase by itself does not invalidate the assessment. Evidence should establish a more supportable market value.

Qualifying disability on or before December 31, 2026; maximum 2025 income $38,470. |
State relief is calculated on up to $33,600 of qualifying home market value. |

Relief can be calculated on up to $175,000 of qualifying home market value. |

Tax Relief is not a property-tax exemption. Tennessee reimburses qualifying homeowners for a portion of the tax. Owners still receive tax bills and remain responsible for completing the payment/relief process.
When to apply: Tennessee’s 2026 brochure says applicants may apply after receiving their 2026 property-tax bill. The application and tax payment deadline is generally 35 days after the delinquency date—approximately April 5, 2027 for the 2026 cycle.

Agricultural land
Generally requires at least 15 acres and qualifying agricultural use.
Forest land
Generally requires at least 15 acres managed as a qualifying forest unit.
Open space
Can begin at three acres but must satisfy the separate statutory open-space requirements.
First-time deadline
March 15 for the current tax year.
Use value
Qualifying acreage is valued according to current qualifying use rather than highest-and-best-use development value.
Rollback tax
Disqualification can recapture prior tax savings.
What you will see online: a Greenbelt parcel can display both a much higher Market Appraisal and a lower Total Use Appraisal in Tennessee Property Assessment Data.
Buyer warning: agricultural and forest rollback is generally calculated using the preceding three years of saved tax; open-space rollback can involve five preceding years. Investigate potential rollback liability before changing use or purchasing property that receives Greenbelt treatment.

Confirm acreage, agricultural/forest/open-space requirements, March 15 filing and rollback rules, then obtain the Putnam County application through the Assessor.
