El Paso County Colorado Property Records 2026

El Paso County Assessor Search by Owner Name, Address, Schedule Number & Property Records

The El Paso County Assessor property search lets you find Colorado Springs, Fountain, Monument, Calhan, Manitou Springs and other county parcels by owner name, property address or parcel/schedule number. Start with a name when you do not know the address, then verify the 10-digit schedule number before using assessment, tax, map or recorded-document information.

2026 is an intervening assessment year in Colorado. Most real-property values established during the 2025 reappraisal remain in effect for 2026 unless a change in property or use affects value. The 2025–2026 valuation cycle uses market data from January 1, 2023 through June 30, 2024.

2026 Value Appeals Are Past the County Filing Stage—but Some Owners Still Have a 30-Day Next Step

The 2026 El Paso County real-property appeal deadline to the County Board of Equalization was July 15, and CBOE hearings ran through August 5. If you recently received a CBOE decision and disagree with it, Colorado provides 30 days from the postmark of that decision to choose the Board of Assessment Appeals, District Court or binding arbitration route.
Assessor appeal closed 2026 objections to real-property value or classification had to reach the Assessor by June 8.
CBOE filing closed The 2026 real-property CBOE deadline was July 15.
CBOE hearings ended Independent-referee hearings ran July 6 through August 5.
Decision appeal may still be live A new 30-day period begins from the postmark of the CBOE decision.
Taxes paid in 2026 are already past due if unpaid The second-half deadline for the preceding tax year was June 15.
2026 value creates a later tax bill Colorado taxes are collected one year in arrears, so the 2026 assessment feeds taxes payable in 2027.
Do not mix up “2026 value” and “taxes paid during 2026.” The tax statement mailed in January 2026 was based on the prior tax year. A 2026 Assessor value is part of the tax cycle payable in 2027.

The Assessor does not establish mill levies or collect taxes. Taxing authorities establish their levies; the Treasurer collects the resulting property tax.
Colorado uses an Assessor/Treasurer/Recorder structure. If you are comparing county systems across states, see our Volusia County Property Appraiser guide, where Florida uses different office titles and tax procedures.

El Paso County Assessor Record Field Decoder

Actual Value The Assessor’s estimate of market value under Colorado’s statutory appraisal rules.
Assessed Value Actual value adjusted by the applicable assessment rate. Mill levies are applied to this assessed value.
Schedule Number Ten-digit account/parcel identifier used to connect Assessor records, appeals and tax information.
Property Classification Residential, commercial, vacant land, agricultural and other classes can use different assessment rules.
Land Parcel-size, land-use and location information considered in the appraisal.
Improvements Buildings and other taxable improvements added to the land.
Sales Sale history helps owners compare the property with transactions used in market analysis.
Legal Description Can use lot/block, recorded plat, section-township-range or metes-and-bounds information.
Tax District / Mill Levy Taxing entities vary by parcel, so neighboring properties can have different combined mill levies.
Colorado taxes are collected in arrears

2025 Reappraisal, 2026 Assessment and Taxes Payable in Different Years

2025 Reappraisal Colorado reassesses real property in odd-numbered years. New 2025 values were established for the 2025–2026 cycle.
2026 Intervening Year The value generally remains the same unless there is a change affecting the property’s value or use.
2025 Taxes Payable in 2026 Tax statements mailed in January 2026 relate to the preceding assessment/tax year because Colorado collects property taxes in arrears.
2026 Taxes Payable in 2027 The 2026 assessment record becomes part of the tax warrant and bill collected the following calendar year.
Market-data period: El Paso County states that the 2025 and 2026 valuation cycle uses an 18-month data-gathering period from January 1, 2023 through June 30, 2024, with statutory extensions possible when necessary.
2026 is not a fresh countywide market reset. A value change in an even-numbered intervening year usually points to a property/use change, correction or another legally permitted adjustment rather than a new general reappraisal.
Current Assessor 2026 general rates

El Paso County 2026 Assessment Rates

6.8% Residential property general 2026 assessment rate listed by the Assessor.
25% Commercial / non-residential general rate identified on the Assessor’s current 2026 guidance.
26% Vacant-land general 2026 assessment rate listed by the Assessor.
Do not automatically apply the 2026 residential rate to the tax statement you paid during 2026. The Treasurer notes that 2025 residential taxes payable in 2026 implemented Colorado’s split-assessment structure for school-district and non-school portions. Always use the actual tax statement for the payable amount.
Classes and subclasses matter. El Paso County publishes a complete annual Property Class & Sub-Class Assessment Rate table. Use the parcel’s actual classification when you need a precise calculation.
Open 2026 Assessment Rates Find the 2026 Property Class & Sub-Class table → identify your parcel’s class → use that rate rather than assuming every property is residential.

Senior ownership rule A new applicant generally must be at least 65 and meet the program’s 10-year ownership and primary-residence requirements.
Qualifying Veteran with a Disability The exemption can remove 50% of the first $200,000 of actual value from the qualifying primary residence.
Veteran filing deadline The Assessor’s current veteran exemption page lists July 1.
2026 funding El Paso County states that the senior and qualifying veteran programs remain funded for 2026.

El Paso County Business Personal Property in 2026

April 15 declaration deadline Business Personal Property Declaration Schedules are generally due to the Assessor by April 15.
$56,000 threshold Current El Paso County guidance says businesses at or below $56,000 total actual value generally do not have to file the declaration schedule.
Above $56,000 When total taxable business personal property exceeds the threshold, the county says the property is taxable including the initial amount.

August 2026 status: if the tax statement payable in 2026 remains unpaid, the regular June 15 second-half deadline has already passed. Use the live Treasurer account for the current payoff rather than paying the original statement amount.
Weekend / legal holiday rule: El Paso County treats a deadline as timely on the next business day when the statutory due date falls on a weekend or legal holiday.
Assessment maps + legal descriptions

El Paso County GIS, Parcel Maps & Legal Description Research

Assessment maps The Assessor maintains mapping needed to inventory, identify and connect parcels to assessment records.
Section / Township / Range Rural parcels can be identified using Colorado’s public-land survey system.
Recorded plats Subdivision parcels can be described by lot and block after an approved plat is recorded.
Metes and bounds Irregular parcels can use measurements and physical/legal reference points rather than simple lot/block descriptions.
Tax entity maps Useful for understanding which taxing authorities can contribute mill levies to a parcel.
Community map tools The Assessor links a countywide Spatialest Community tool with maps, assessment, sales and related data.
Parcel maps are not a substitute for a boundary survey. Use the Assessor map to locate and identify property; use recorded plats, survey documents and a professional survey when exact ground boundaries matter.
GIS, Legal Descriptions & Parcel Numbering Review parcel-number concepts → identify the applicable legal-description system → use Recorder plats or survey records when legal boundary proof is needed.
Owner search → recorded title

El Paso County Assessor Property Search FAQs

How do I search El Paso County Colorado property by owner name?

Open the El Paso County Assessor’s county-linked Real Property Parcel Search and use the owner-name search option. Start with all or part of the recorded owner’s surname, business name or trust name, then verify the property address and 10-digit schedule number before relying on the result.

Who is the El Paso County Colorado Assessor in 2026?

Mark Flutcher is the current El Paso County Assessor. The Assessor’s Office is at 1675 West Garden of the Gods Road, Suite 2300, Colorado Springs, Colorado 80907, and the main phone number is 719-520-6600.

What is the El Paso County property schedule number?

The schedule number is a 10-digit property identifier used by the El Paso County Assessor for parcel records, valuation notices, appeals and property-related forms. Saving the schedule number after a name or address search makes later tax and assessment research easier.

Is 2026 a reappraisal year in El Paso County Colorado?

No. Colorado reappraises real property in odd-numbered years, making 2026 an intervening year after the 2025 reappraisal. Most real-property values remain the same unless a change affecting property value or use occurs.

What is the 2026 residential assessment rate in El Paso County?

The El Paso County Assessor currently lists a 6.8% general residential assessment rate for 2026. The Assessor also lists 25% for commercial property and 26% for vacant land, while additional classes and subclasses can have different statutory treatment.

Can I still appeal my El Paso County 2026 property value?

The regular 2026 Assessor and County Board filing deadlines have passed. If you recently received a County Board of Equalization decision, however, you generally have 30 days from the postmark of that decision to choose the Board of Assessment Appeals, District Court or binding arbitration route.

Where do I search El Paso County property tax records?

Use the El Paso County Treasurer’s county-linked Property Tax Search and Payment Portal after identifying the correct parcel through the Assessor. Colorado property taxes are collected one year in arrears, so a tax statement paid during 2026 relates to the preceding assessment year.

When are El Paso County Colorado property taxes due?

The first-half payment is due on the last day of February, the full-payment option is due April 30, and the second-half payment is due June 15. If a due date falls on a legal holiday or weekend, the payment is considered timely on the next business day.

How do I find an El Paso County deed or property lien?

Use the Assessor property search to identify the owner, address and schedule number, then use the El Paso County Clerk and Recorder’s Official Public Records Search for recorded deeds, deeds of trust, releases and liens. The Recording Department does not perform a title or lien search for customers.

Does El Paso County offer a senior property tax exemption in 2026?

Yes. Colorado funded the Senior Property Tax Exemption for tax year 2026 payable in 2027. Qualifying homeowners can receive an exemption of 50% of the first $200,000 of actual value of the primary residence, and El Paso County lists July 15 as the regular 2026 application deadline.

Find the Correct County Office

Property Appraiser, Tax Collector, Clerk, GIS, and VAB offices do different jobs. Pick your task below.

Quick rule: Property Appraiser = value, records, parcel details, exemptions. Tax Collector = bill and payment. Clerk/Recorder = deeds and recorded documents. VAB = formal value disputes.

Official Property Search Helper

Use this when a county article tells you to search by owner, address, parcel number, folio, PCN, STRAP, or alternate key.

Search tip: If address search fails, try only the house number and main street name. Avoid typing Street, Avenue, Road, Drive, unit numbers, or punctuation unless the official portal requires it.

Homestead Exemption Readiness Check

This helps homeowners prepare before filing through the official county Property Appraiser website.

Important: This is not an eligibility decision. The official county Property Appraiser decides approval, required documents, late filing options, and exemption status.

TRIM Notice & Value Review Helper

Use this to organize your questions before calling the Property Appraiser or preparing an appeal.

Your preparation checklist

Value term Simple meaning
Market value The appraiser’s estimate of the property’s value as of the assessment date.
Assessed value The value after limits or caps may be applied.
Exemptions Approved reductions such as homestead or other exemptions.
