Pope County Arkansas Property Records 2026
Search Pope County AR Real Estate, Parcel Maps and Property Taxes
Pope County property research starts with Assessor Dana Baker’s real-estate records, but the assessment record is only one part of the property file. The Assessor maintains real and personal-property assessments, values, homestead information and property characteristics. Tax Collector Jennifer Haley handles the actual tax bill and payment. Circuit Clerk Rachel Oertling records deeds, mortgages, surveys, plats and liens.
This 2026 guide shows how to use the county-sponsored ARCountyData real-estate search, verify a parcel before relying on it, understand Arkansas’s 20% assessment ratio, check Amendment 79 caps, handle the changing Homestead Credit, file a Board of Equalization appeal before the August deadline, pay 2025 taxes before October 15, research deeds and use mapping without treating GIS as a survey.

Two Pope County Deadlines Are Especially Important Right Now
The 2026 Board of Equalization appeal deadline is Monday, August 17, 2026. Pope County requires taxpayers to schedule their Equalization Board appointment on or before the third Monday in August. The Board meets as needed during August and September.
August 17, 2026
Last day under Pope County’s annual deadline rule to schedule a normal Board of Equalization valuation appeal.
October 15, 2026
Deadline to pay 2025 real-estate and personal-property taxes without the ordinary delinquency penalty.
October 15, 2026
Pope County also uses October 15 as the current-tax Homestead Credit filing deadline.
Do not confuse assessment year with payment year. Arkansas property tax is paid one year in arrears. The tax currently being collected in 2026 is generally based on the 2025 assessment. A 2026 assessment generally affects the tax billed and collected in 2027.

Assessment and tax payment are separate. Dana Baker’s Assessor office determines the property record and assessed value. Jennifer Haley’s Collector office handles the actual tax account and payment.
Arkansas terminology differs from Florida. Arkansas uses an Assessor and Collector rather than a Florida-style Property Appraiser and Tax Collector structure. See this existing
Volusia County Property Appraiser guide for a cross-state comparison.

How to Search Pope County Arkansas Property Records
Pope County’s Assessor links directly to ARCountyData for free public access to its real-estate records. The county warns that online assessment records and mapping are updated periodically, so use them as research tools and contact the office when a recent change is missing.
Select Search Real Estate Records.
Pope County currently sponsors the public search so ordinary property searching does not require a paid subscription.
Begin with the strongest identifier you have.
Parcel information is safest. Otherwise begin with the owner name or property address.
Use less address text when no result appears.
Try the house number and main street word before adding a road suffix, unit or punctuation.
Open all plausible matches.
Similar names and neighboring addresses can create false matches.
Confirm parcel and legal-description clues.
Do this before analyzing value or tax.
Read appraisal and assessment separately.
Arkansas generally assesses property at 20% of appraised value.
Review property characteristics and sales.
Pope County says market value is developed from market data rather than simply copying one purchase price.
Check the Collector separately.
The assessment record does not prove whether 2025 taxes have been paid.
Use the Circuit Clerk for legal documents.
Deeds, mortgages, surveys, plats and liens are separate records.
Current database freshness: ARCountyData reported Pope County Assessor data updated August 3, 2026 and Collector data updated August 4, 2026 at this article’s verification time. Always check the live page for the newest update date.

GIS is helpful—but Pope County gives an important warning
Pope County Parcel Mapping and GeoStor
The Assessor links to Arkansas GeoStor for available mapping, but Pope County specifically warns that its mapping is not complete and that online real-estate and GeoStor updates are made periodically.
Best use
Verify general parcel location and geographic context.
Do not assume real-time updates
A recent deed, split or physical change may not appear immediately.
Not a survey
Use a licensed surveyor and recorded documents for legal boundary questions.
Separate county maps: Pope County’s Maps section also publishes government layers such as fire districts, voting districts, wards, school-district zones and Arkansas Nuclear One emergency-planning zones. Those layers serve different purposes from an Assessor parcel map.
Pope County Maps
Review official county-maintained district and jurisdiction maps.
Arkansas ad valorem formula
Appraised Value × 20% = Assessed Value
Property facts
Land, improvements, condition, use and market data support appraisal.
Appraised Value
Market-value estimate developed from the property and market.
Assessed Value
Arkansas generally applies 20% of appraised value.
Taxable Value
Amendment 79 caps/freezes and new-value rules can affect the value used for tax.
$200,000 example
$200,000 appraised value × 20% = $40,000 assessed value.
Then apply millage
Taxable value × the applicable school/taxing-district millage produces the estimated property tax.
Do not use Pope County’s old published millage table as a guaranteed 2026 rate. The Assessor page currently displays 2024 millage rates and explains that millages are levied each November. Use the Collector’s actual current tax ticket for the amount owed.
County-specific appraisal cycle
Pope County Real Estate Is Reviewed on a Four-Year Reappraisal Cycle
Pope County states that each parcel of real property is reviewed every four years under the state-mandated reappraisal process.
Market analysis
The office gathers field data and analyzes local sale transactions.
Not just your purchase price
Buying a home does not mean the Assessor simply uses the sale price as its assessment.
New construction matters
Additions, newly discovered improvements and substantial changes can create new assessed value outside ordinary cap protection.
Pope County scale: the Assessor’s current FYI page says the county has more than 53,000 real-estate parcels when mineral parcels are included, plus more than 39,000 personal/business property assessments.
Arkansas assessment protection
Amendment 79: 5% Homestead Cap and 10% Other-Property Cap
Homestead
Taxable assessed value increases resulting from reappraisal are generally limited to 5% per year until full assessed value is reached.
Other property
Commercial, agricultural, vacant and other real property is generally subject to a 10% annual cap after reappraisal.
Important exclusions
New construction, newly discovered property and qualifying substantial improvements can be added at full value rather than protected by the normal cap.
Recent purchase rule: Pope County explains that after real property is sold, prior Amendment 79 caps are removed at the next assessment date and the property is assessed at 20% of its appraised value. Do not estimate a buyer’s future tax using only the seller’s protected taxable value.
2026 deadline: August 17
Pope County Property Assessment Appeal Guide
As of August 12, 2026, the normal Board of Equalization scheduling window is still open—but only briefly. Pope County says the appointment must be scheduled on or before the third Monday in August, which falls on August 17 in 2026.
Review property
Confirm record, characteristics and value.
Assessor review
Ask about factual or valuation issues.
BOE began
County calendar showed an Equalization Board meeting.
Schedule deadline
Third Monday in August.
BOE hearings
Board meets as needed.
Further appeal
County Court, then Circuit Court, after BOE.
Pope County identifies three strong appeal grounds
Unfair / unequal
Property is appraised higher than similar property of the same use, size, materials and condition.
Clearly erroneous
The appraisal relies on incorrect or insufficient information about the property.
Manifestly excessive
Appraised value greatly exceeds what an informed buyer would pay for a similar property.
- Parcel/account number
- Current Assessor record
- Appraised value
- Your requested value
- Comparable sales
- Photos of property condition
- Building measurements
- Survey / acreage evidence
- Repair estimates
- Purchase or appraisal documents
You must use the Board of Equalization before escalating normally. Pope County states that taxpayers first appeal to the Equalization Board before proceeding to County Court and then Circuit Court.
“I am requesting review of Pope County parcel __________ at __________. The current appraised value is __________. I believe the correct market value is __________ because __________. I would like to confirm the 2026 Board of Equalization appointment process before the August 17 deadline.”

Arkansas law changed again in 2026
Pope County Homestead Credit: Use the Correct Tax Year
Arkansas has increased the Homestead Property Tax Credit several times, which makes older Pope County pages easy to misread.
- The Pope County informational page still contains older $500 wording.
- Arkansas DFA says the credit increases to as much as $600 on the 2026 tax bills.
- Act 174 of 2026 increased the credit again to $675 for assessment years beginning on or after January 1, 2026.
Why the dates matter: Arkansas bills property tax one year after assessment. The taxes being paid during 2026 generally relate to the 2025 assessment. The new $675 assessment-year credit applies beginning with the 2026 assessment cycle and therefore affects the later bill tied to that assessment.
Principal residence
The property must qualify as the homeowner’s homestead.
One credit
A homeowner may not claim multiple Homestead Credits for different residences in the same year.
Pope filing deadline
County deadline page lists October 15 for the current taxes payable.
Moved to another home? Pope County says you must file a new homestead on the new residence. Do not assume the prior property’s Homestead Credit automatically follows you.
Pope County Homestead Credit Registration
The county instructs homeowners to contact the Assessor at 100 West Main Street or 479-968-7418 for the current application.
Age 65 or qualifying disability
Arkansas Homestead Assessed-Value Freeze
Pope County homeowners who qualify for the Homestead Credit and are age 65 or older, or meet the applicable disability standard, may qualify to have the taxable assessed value of the homestead frozen.
Age 65+
Apply through the county Assessor and provide eligibility documentation.
Disability
Qualifying disabled homeowners may also be eligible for the freeze.
Not a frozen tax bill
Millage changes can still change the amount of tax even when assessed value is frozen.
New construction can still raise value. The freeze does not prevent assessment of newly discovered property, new construction or qualifying substantial improvements.
Tax Collector Jennifer Haley
Search and Pay Pope County Property Taxes
The tax currently due in 2026 is the 2025 property tax. Pope County’s Collector page states that the deadline to pay 2025 tax without penalty is October 15, 2026.
Find the correct real-estate parcel first.
Use the Assessor’s ARCountyData real-estate search and save the parcel/account information.
Open the Pope County Collector tax record.
Use
Pope County ARCountyData and switch to Tax Records / Receipts when needed.
Confirm the tax year.
For the ordinary 2026 collection period, verify that you are viewing 2025 taxes.
Check paid/unpaid status.
Do not rely on the Assessor value record for payment status.
Review the processor fee before authorizing.
Pope County states that INA adds a portal-processing fee to electronic transactions.
Save the receipt.
ARCountyData also provides current-year receipts and prior-year payment history.
In person
Pope County Courthouse, 100 West Main, Russellville.
Drop box / mail
Collector accepts mailed payments and maintains a courthouse parking-lot drop box.
October 15 rule: taxes unpaid after October 15 become delinquent and the Collector states that a 10% penalty is added, with other applicable fees possible.
Installments: Arkansas law permits current property tax to be paid in statutory installments during the March–October collection period. The final balance still must be satisfied by the October deadline to avoid the delinquency penalty.
Vehicle and business-property assessment
Pope County Personal Property Assessment
January 1–May 31
Individual and business personal property must be assessed during the regular annual filing window.
10% late-assessment penalty
Pope County states that assessments rendered after May 31 receive the statutory late penalty.
2026 assessment → later bill
Current-year personal-property assessment is billed in the following year.
As of August 2026, the ordinary May 31 filing period has passed. If you have not assessed personal property, contact the Assessor rather than assuming you can avoid the late-assessment issue.

New Pope County resident? The Assessor FAQ says a person establishing a first Pope County personal-property assessment must visit the office in person. Existing taxpayers can generally assess by phone or online.
Online Personal Property Assessment
Use Pope County’s CountyService online assessing system.
Separate from the ordinary Homestead Credit
Pope County Disabled Veteran Property Tax Exemption
Qualifying Arkansas disabled veterans and certain surviving spouses/minor dependent children can receive a broader homestead and personal-property tax exemption under Arkansas law.
100% service-connected disability
Certain total and permanent service-connected disabilities can qualify.
Special monthly compensation
Qualifying loss/loss of use of limbs or qualifying blindness can also support eligibility.
Collector filing
Pope County routes annual DAV exemption documentation through the Tax Collector.
Annual Pope County deadline: the Collector’s DAV page states that the current-year Summary of Benefits documentation must be submitted by October 15 and encourages taxpayers to submit it as soon as the VA letter is received.
No Homestead Credit on top of DAV exemption. Pope County states that a taxpayer receiving the disabled-veteran exemption cannot simultaneously claim the Amendment 79 Homestead Credit or age-65 freeze for the exempt property.
Pope County Disabled Veteran Exemption
Review required VA documents, survivor rules and annual submission instructions.
Circuit Clerk Rachel Oertling
Search Pope County Deeds, Mortgages, Liens, Surveys and Plats
The Circuit Clerk—not the County Clerk—records Pope County deeds and land conveyances. The office also records mortgages, surveys, subdivision plats, powers of attorney, leases, financing statements and liens.
Start with the Assessor parcel.
Save owner, property address, parcel/account information and legal-description clues.
Search the recorded land record.
Compare the grantor/grantee information and property description with the assessor parcel.
Review mortgages and releases when relevant.
A property’s ownership record alone does not show every lien or encumbrance.
Use recorded surveys and plats for land research.
These are more appropriate than a web parcel map for legal-description context.
Use a title professional when legal ownership matters.
A public-record search does not replace a professional title examination.

Pope County Property Assessor Search & Tax Records FAQs
1. How do I search Pope County Arkansas property records?
Use the Pope County Assessor’s county-sponsored ARCountyData real-estate search. Locate the property by the available owner, address or parcel information, then verify the correct parcel before reviewing appraised value, assessed value, property characteristics and tax information.

Dana Baker is the current Pope County Assessor. The office is on the second floor of the Pope County Courthouse at 100 West Main Street, Russellville, Arkansas 72801. The published phone number is 479-968-7418.
3. What percentage of appraised value is Pope County property assessed at?
Arkansas generally assesses real and personal property at 20% of appraised value. For example, a property appraised at $200,000 would normally have a $40,000 assessed value before Amendment 79 taxable-value rules and applicable millage are considered.
4. What is the Pope County property assessment appeal deadline for 2026?
Pope County requires taxpayers to schedule their Board of Equalization appointment on or before the third Monday in August. In 2026, that date is August 17. The Equalization Board meets as needed during August and September.
5. When are Pope County Arkansas property taxes due in 2026?
The current collection is for 2025 taxes. Pope County states that 2025 real-estate and personal-property taxes can be paid without the ordinary delinquency penalty through October 15, 2026. Taxes unpaid after the deadline become delinquent and are generally subject to a 10% penalty plus applicable fees.
6. What is the Arkansas Homestead Credit for Pope County in 2026?
The amount depends on which assessment/billing year is being discussed. Arkansas DFA states that the Homestead Credit increases to as much as $600 on 2026 tax bills. Act 174 of 2026 increased the credit again to $675 for assessment years beginning on or after January 1, 2026, affecting the tax associated with that assessment cycle.
7. Can Pope County homeowners age 65 or older freeze their assessed value?
Qualifying homeowners who receive the Homestead Credit and are age 65 or older, or meet the applicable disability requirement, may qualify for an assessed-value freeze. Millage changes and new construction or substantial improvements can still affect property taxes.
8. How do I assess a vehicle in Pope County?
Existing Pope County taxpayers can generally assess individual personal property online through CountyService or by calling the Assessor. The regular annual filing period is January 1 through May 31. Late assessments are generally subject to a 10% late-assessment penalty.

First identify the incorrect field. Contact the Assessor for value, homestead or property-characteristic errors; the Circuit Clerk for deeds and recorded land documents; the Collector for tax-balance or payment issues; and Pope County 9-1-1 for a new physical address. Keep the parcel/account number and supporting documents ready.
