Rockdale County GA Property Records 2026
Search Rockdale County Property Values, qPublic Records and Tax Bills
Rockdale County property research begins with the Board of Assessors, but the parcel card is only one part of the record. The Assessors determine fair market value, assessment, exemptions and parcel information. The Tax Commissioner collects the resulting ad valorem tax. The Clerk of Superior Court records deeds, liens, plats and other legal real-estate documents.
For 2026, Rockdale property owners also face an unusual timing issue: the county’s current Board of Assessors guidance says 2026 Notices of Assessment have been delayed while Senate Bill 566 changes are implemented. This guide explains how to search qPublic now, read the 40% Georgia assessment, verify exemptions and property characteristics, track the future 45-day appeal period, research taxes and recorded deeds, and avoid confusing appraisal records with tax bills or title records.

Important 2026 Rockdale update
2026 Notices of Assessment Are Currently Delayed
Do not assume a normal Rockdale County 2026 notice or appeal date. As of this editorial review, the Board of Assessors’ current 2026 FAQ states that Notices of Assessment have been delayed while changes connected with Senate Bill 566 are implemented. The county has not published a fixed mailing date on that current notice page.
Parcel search still works
You can research your property through qPublic without waiting for the mailed 2026 assessment notice.
Do not start your own 45-day countdown
Use the actual date and deadline shown on the assessment notice when it is issued.
Homestead timing also changed
The current 2026 Assessor FAQ says homeowners will have additional flexibility to apply through the close of the applicable appeal period.
Why the notice is changing: Rockdale County says the revised format will show prior-year and current-year values, clearly identify value changes, list applied exemptions, highlight potential additional exemptions, show estimated tax savings and explain appeal rights more clearly.
Tax-bill changes: The county’s 2026 FAQ says the revised bill will separately show taxes by taxing authority, show how exemptions and credits reduce tax, and remove the estimated rollback-rate presentation that previously caused confusion.

Do not send a value appeal to the Tax Commissioner. The Tax Commissioner does not control the Board of Assessors. Property value and exemptions belong with the Assessors; tax collection belongs with the Tax Commissioner.
Office titles vary by state: Georgia uses Board of Tax Assessors and Tax Commissioner offices. Florida commonly uses a Property Appraiser and Tax Collector. See this existing

How to Search Rockdale County Property Records
Start with the strongest identifier available.
An exact parcel number is usually the safest choice. Otherwise use the property address or owner information.
Use fewer words if an address fails.
Remove unnecessary punctuation, apartment wording or directional details and search the core street address.
Open every plausible match.
Do not assume the first similar owner or address is the correct tax parcel.
Confirm the parcel number and physical location.
Compare legal-description information and map context before reviewing value.
Read fair market and assessed values separately.
Georgia generally assesses taxable property at 40% of fair market value.
Review exemptions.
Confirm whether homestead or another exemption appears before estimating property tax.
Check land and improvement information.
Errors in acreage, square footage, construction type or property use can affect valuation.
Use the appeal button only when appeal rights are active.
Rockdale’s Real Property Assessments page directs taxpayers to locate the parcel in qPublic and click “Appeal to Board of Assessors.”
Save a copy before the 2026 notice arrives.
Comparing today’s parcel record with the future notice can help identify exactly what changed.

Rockdale GIS, Parcel Maps and Zoning Research
Rockdale County GIS maintains layers including parcels, zoning, street centerlines, addresses, lakes and streams, county boundaries, water, sanitary sewer and stormwater information.
Zoning clue: Rockdale Zoning Administration states that owners can refer to the Property Record Card or Official Zoning Map to identify zoning, but Planning & Development controls zoning interpretations, permitted uses and setback requirements.
GIS is not a survey. Use a recorded plat and licensed surveyor for legal boundary, encroachment or acreage disputes.

Property facts
Location, land, building details, use and market evidence create the appraisal base.
Correct factual errors first.
Fair Market Value

This is not the tax bill.
Assessed Value
Georgia generally applies a 40% assessment ratio.
Then exemptions are applied.
Taxable / tax bill
Millage rates are applied to taxable assessed value.
Tax Commissioner collects.
Official Rockdale tax example
Then apply millage: Rockdale County’s Tax Facts example uses a .041 mill-rate expression on $30,000 taxable assessed value to illustrate a $1,230 tax bill. That is an educational example—not a promise that .041 is your current 2026 combined rate.

What to Do When Your 2026 Rockdale Assessment Notice Arrives
Save qPublic record
Print or save the current property values, exemptions and characteristics.
Open notice immediately
Read current/prior values, exemptions and the exact appeal deadline.
Identify what changed
Separate value change from exemption, acreage, building or ownership changes.
Use actual appeal period
The notice controls your deadline. Do not calculate from a guessed mailing date.
Submit timely action
Appeal or pursue eligible 2026 homestead relief before the applicable period closes.
Do not ignore a notice because you plan to call the county later. Appeal rights are deadline-driven. Save the notice envelope/document and record the date immediately.
Expected new information: Rockdale says the revised 2026 notice will provide clearer prior/current values, exemption information, potential additional exemptions, estimated savings and appeal-right explanations.
Value • Taxability • Uniformity • Exemption
Rockdale County Property Assessment Appeal Guide
Rockdale County lists four principal grounds for an assessment appeal: value, taxability, uniformity and denial of exemption.
Board of Assessors
Locate the parcel in qPublic and use the “Appeal to Board of Assessors” route when appeal rights are active.
Board review
The Assessor reviews the property and evidence and may make changes or forward the dispute.
BOE / Arbitration / Hearing Officer
The available route depends on the appeal election and property type.
Superior Court
Further appeal rights can continue under Georgia law when procedural requirements are met.
Verify the parcel first.
Save property number, address, owner, assessment and exemption information.
Read your 2026 notice deadline.
Rockdale’s current notice mailing is delayed, so do not substitute a generic date.
Identify your appeal ground.
State whether your issue is value, taxability, uniformity or denial of exemption.
Collect relevant evidence.
Rockdale specifically invites transaction information and photographs of similar recently sold properties.
Submit through the qPublic appeal route.
Rockdale’s instructions say to find the property, select “Appeal to Board of Assessors,” complete the form and submit it.
Choose the next appeal route carefully.
Board of Equalization, arbitration and certain hearing-officer procedures have different rules and potential costs.
If BOE decides against you, watch the 30-day clock.
Rockdale’s Clerk says a taxpayer has 30 days from the BOE decision to file an appeal in Rockdale Superior Court through the Board of Assessors office.

Special routes: Rockdale says arbitration may be elected instead of BOE, with the loser responsible for arbitrator cost. The county also says hearing-officer treatment applies to qualifying non-homestead property valued above $750,000.
Superior Court cost: Rockdale’s current Tax Facts page lists a $25 filing fee for a Superior Court assessment appeal.

VERIFY 2026 DEADLINE
Two official Rockdale pages currently show different timing language. The general 2026 Homestead page still lists April 1 as the filing deadline, while the newer 2026 Notice of Assessment FAQ says homeowners will have more time and flexibility to apply up to the close of the appeal period—45 days after receiving the notice. Because Rockdale is actively implementing the 2026 law change, confirm your current-year eligibility directly with the Board of Assessors rather than assuming the opportunity is closed.
Ownership
Applicant must own the property before January 1 of the taxable year.
Occupancy
The home must be the applicant’s primary/legal residence.
Georgia ID
Rockdale requests a Georgia driver license or Georgia ID showing the property address.
Residency proof
County examples include utility bills, vehicle registration and voter registration dated before January 1.
One homestead
Georgia homestead rules do not allow a taxpayer to claim multiple primary-residence exemptions.
Local exemptions
Rockdale notes that local county exemptions can supersede the state amount when the local benefit is greater.
Submit correctly: Rockdale’s Homestead page provides an online application and also lists Board of Assessors submission routes. The mailing address is P.O. Box 562, Conyers, GA 30012; mail is not received at the Milstead Avenue physical office address.

10-year covenant

50% use test
Rockdale says at least 50% of bona fide agricultural property must be used for qualifying agricultural purposes.
2,000-acre limit
The county describes a statewide maximum of 2,000 acres for qualifying farm/environmentally sensitive ownership.
Ordinary filing period: Rockdale’s Conservation Use page says applications must be properly filed between January 1 and April 1. An owner receiving a change-of-assessment notice may also have the notice’s 45-day appeal period for a qualifying application.
Covenant breach can be expensive. Rockdale explains that certain breaches can trigger a double-tax recapture penalty equal to twice the tax savings accumulated over the life of the covenant, plus interest.
Lower value applies to qualifying land—not automatically every building. Rockdale says residences and other buildings on qualifying property remain valued at full fair market value.

When a Rockdale Real Property Tax Return Is Required
Rockdale County receives real-property tax returns through the Board of Assessors during the regular January 1 through April 1 return period.
You disagree with appraisal
An owner may file a return declaring an opinion of value during the filing season.
New subdivision parcel
Rockdale says a return is required when property was created in the previous year by subdivision of a larger tract.
New improvement
A property with previous-year new construction can require a real-property return.
10% non-return penalty: Rockdale’s current Real Property Assessments page says an owner who is required to file a property return must do so by April 1 to avoid the 10% non-return penalty.

Tax sales
Tax-sale property information is published before scheduled sales under Georgia collection procedures.
Excess funds
The Tax Commissioner separately maintains information about excess funds from qualifying tax sales.
August 4, 2026 is already past. The Tax Commissioner’s current property-tax pages still reference the August 4, 2026 tax sale. Because today is August 11, do not treat that old event as the next sale. Check the live tax-sale page for the next published date and current property list.

Search recorded real-estate documents rather than relying on the assessor’s owner field for title.
Compare grantor/grantee and legal description.

Use historical deed and plat indexes when needed.
The Clerk provides both view-only historical indexes and subscription-based view/print access.
For new self-filed real-estate documents, follow electronic filing rules.
Since January 1, 2025, HB 1292 requires real-estate self-filers to electronically file deeds, liens and maps through the Georgia Superior Court Clerks Authority portal and submit valid identification.
Record freshness: The Clerk’s current website reported digitally imaged Real Estate Records good through July 27, 2026 as of July 28, 2026. The page warns that state and in-office dates can differ because of reporting delay.
Adding or removing someone from a deed: The Clerk does not simply edit an existing recorded deed. The office says a new deed must be prepared and recommends consulting a licensed real-estate attorney.
Paid-off mortgage: A house does not receive a vehicle-style “title.” The lender normally records a Cancellation of Deed to Secure Debt, which works with the owner’s deed in the chain of title.

Title-specific answers
Rockdale County Tax Assessor Property Search FAQs
1. How do I search Rockdale County Georgia property records?
Use the Rockdale County qPublic property-search application. Search with the best information you have, such as the owner, property address or parcel number, then verify the parcel, owner, location, fair market value, assessed value, exemptions and property characteristics before relying on the record.
2. Who is the Rockdale County Chief Appraiser in 2026?
Will Barkley is the current Director and Chief Appraiser for the Rockdale County Board of Assessors. The Assessors office is at 958 Milstead Avenue, Suite 101, Conyers, Georgia 30012, and the published phone number is 770-278-7676.
3. Why have Rockdale County 2026 Notices of Assessment been delayed?
The Rockdale County Board of Assessors states that 2026 Notices of Assessment have been delayed while the county implements changes associated with Senate Bill 566. The current county guidance says notices will be mailed after required updates and guidance are finalized, so taxpayers should not invent a mailing date or appeal deadline.
4. How long do I have to appeal a Rockdale County property assessment?
Rockdale County’s 2026 guidance describes a 45-day appeal period tied to receiving the assessment notice. Because the 2026 notices are currently delayed, use the exact deadline printed on your eventual notice rather than calculating from a normal historical mailing date.
5. What is the difference between fair market value and assessed value in Rockdale County?
The Board of Assessors determines fair market value. Georgia generally applies a 40% assessment ratio, so a property with a $100,000 fair market value would normally have a $40,000 assessed value before applicable exemptions are subtracted for tax calculations.
6. Can I still apply for a Rockdale County homestead exemption in 2026?
The general Rockdale homestead page lists April 1 as the normal deadline, but the newer 2026 Notice of Assessment FAQ says property owners will have more time and flexibility to apply through the close of the appeal period, 45 days after receiving the notice. Because county pages are being updated for the 2026 law change, contact the Board of Assessors to confirm your current-year filing opportunity.
7. How do I pay Rockdale County property taxes?
After identifying the correct parcel in qPublic, use the Rockdale County Tax Commissioner’s property-tax bill and payment system. Verify the taxpayer, parcel, tax year and current amount before paying. The Tax Commissioner currently lists a 2.35% card-processing fee with a $1 minimum for card transactions.
8. Where can I find Rockdale County deeds, liens and plats?
Use the Rockdale County Clerk of Superior Court Real Estate Land Records division. The office records and maintains deeds, liens, maps, plats, UCC filings and other documents affecting real estate. The Clerk also provides online record-search and historical deed-and-plat index resources.
9. What is Rockdale County Conservation Use Valuation Assessment?
Conservation Use can provide current-use valuation for qualifying agricultural, environmentally sensitive or residential transitional property. Rockdale describes a 10-year covenant and substantial recapture penalties if the covenant is improperly breached. Normal application timing is January 1 through April 1, with a separate opportunity during the 45-day appeal period for qualifying change-of-assessment notice recipients.
10. What should I do if the Rockdale County property card is wrong?
Identify the exact error first. Use deeds for ownership issues, surveys or plats for acreage and boundary questions, permits and measurements for building errors, exemption records for homestead issues and comparable sales for value disputes. Then contact the Board of Assessors with the parcel number and supporting evidence.
