Thomas County Georgia Property Assessment & Tax Guide
Search Thomas County GA Property by Owner, Address, Parcel, Value, Tax Bill, GIS and Deed
The Thomas County Board of Tax Assessors is responsible for appraising and maintaining taxable real and personal property records. The current Chief Appraiser is Daniel Stokes.
Thomas County’s public property-record website lets users research parcels by owner name, address, parcel number and legal information. The same system also provides sales research, tax-estimation tools, exemptions, assessment forms and taxpayer notices.
Thomas County’s official site currently still highlights the 2025 Property Tax Digest while the 2026 assessment and tax cycle continues. That is an important reason not to copy an older countywide millage rate into a 2026 tax estimate.
Assessment records
Search the Assessor system now for the parcel, ownership record and most recently published appraisal information.
2026 appeal
Use the exact mailing date and deadline printed on the property’s Annual Notice of Assessment.
2026 tax bill
County property taxes are due November 15, but use the actual Tax Commissioner bill for the parcel’s final amount.
Do not treat an old digest rate as the final 2026 rate. County, school and applicable municipal authorities establish millage annually, and city taxes in Thomas County can be billed separately.

Choose the strongest search field you have.
The county says its property website supports owner name, address, parcel number and legal-information searches.
Try owner name when researching ownership.
Begin with the surname or business/entity wording that is most likely to appear in the county record.
Use address for a known house or building.
If a complete address fails, try fewer address components.
Use parcel number for the tightest match.
Parcel identifiers are especially helpful when connecting appraisal, tax and GIS research.
Use legal information for land without a reliable street address.
This can help identify lots, tracts and subdivision property.
Open the matching parcel and confirm the location.
Do not rely on owner name alone where an individual or company owns several parcels.
Review value and property inventory.
Look for land/improvement information and the county’s current published appraisal record.
Review sale history.
Thomas County’s Assessor system includes property-sale research.
Move to the Tax Commissioner for live payment information.
The Assessor establishes value; the Tax Commissioner bills and collects taxes.
Which Thomas County Property Search Should You Use?
Owner Name
Best for locating property associated with a known individual, trust, estate or company.
Property Address
Best for a house, commercial building or improved parcel with a known situs address.
Parcel Number
Best for connecting the same property across appraisal, tax and map systems.
Legal Information
Best for land, lots or parcels where the mailing/street address is incomplete.
Owner-name search is not legal title proof. Use the recorded deed when a purchase, inheritance, trust, lien or ownership dispute makes legal title important.

How Thomas County Converts Property Value Into an Assessment
January 1
Property is valued for the annual Georgia tax year.
Fair Market Value
Appraisal staff determine an estimate of market value.
40% Assessment
Ordinary taxable property is assessed at 40% of fair market value.
Exemptions
Applicable homestead or other exemptions reduce taxable assessed value.
Millage
County, school and applicable municipal rates produce the tax bill.
Example: a $300,000 fair-market appraisal normally produces a gross assessed value of $120,000 before exemptions.
The Tax Assessor does not set the millage rate. Thomas County explains that the Board of Commissioners sets county millage, the Board of Education sets school millage, and city authorities set municipal rates.
45 days from the Annual Notice
How to Appeal a Thomas County Property Assessment
Georgia requires the Board of Tax Assessors to send an Annual Notice of Assessment for real property. If you disagree with the appraisal, your appeal must reach the Thomas County Board of Tax Assessors within 45 days from the date the assessment notice was sent.
Value
Challenge the fair market value assigned to the parcel.
Uniformity
Challenge whether the assessment is consistent with similar property.
Taxability / exemption
Challenge taxable status or an exemption-related determination where applicable.
Read the exact appeal deadline printed on the notice.
Do not substitute a generic website date for the parcel’s actual 45-day deadline.
Verify the county property data.
Check land, improvements, class, address and other facts before arguing market value.
Research comparable sales.
Thomas County’s property site includes sales-search tools.
Prepare the Georgia appeal form or written appeal.
Georgia’s PT-311A is the uniform state appeal form.
Choose the appeal route.
The initial filing must identify the taxpayer’s preferred method where required.
Keep proof of timely filing.
Preserve the submission confirmation, certified-mail receipt or other filing evidence.
August 12, 2026: do not assume the regular 2026 appeal window remains open. The controlling deadline is 45 days from the date Thomas County sent the specific Annual Notice of Assessment.
What Happens After the Tax Assessors Review the Appeal?
Assessor review
Appraisal staff and the Board review the taxpayer’s evidence and property record.
Possible revision
The Board may change the value or maintain the assessment.
Board of Equalization
Unresolved eligible appeals can proceed to the Thomas County Board of Equalization.
Further court rights
Georgia law provides additional appeal rights after a Board of Equalization decision.
Thomas County’s Board of Equalization is administered through the Clerk of Superior Court. The county describes the BOE as property-owner citizen panels appointed by the Grand Jury to hear tax-assessment appeals.
Primary residence tax relief
Thomas County Homestead Exemption
Thomas County states that homestead applications are filed through the Tax Assessor’s Office. The home generally must be owned and occupied as the homeowner’s legal residence for the applicable tax year.
January 1 ownership
Georgia generally requires the applicant to own the home on January 1 for the current tax year.
Traditional April 1 deadline
Thomas County’s current local tax information lists April 1 as its standard filing deadline.
Local exemptions
Thomas County states that it offers homestead exemptions more beneficial than the basic State exemption.
Current Georgia filing law has changed: the Georgia Department of Revenue now states that taxpayers may also apply for homestead through the end of their 45-day Annual Notice of Assessment appeal window. Because local administration can affect how the application is processed, contact Thomas County Tax Assessors before assuming a late 2026 filing is unavailable.
Do not guess the dollar value of your Thomas County exemption. Local, age-based and other exemptions can differ. Ask the Assessor which code is actually applied to the parcel.
Thomas County Conservation Use Valuation Assessment
Qualifying bona fide agricultural and conservation property can receive Conservation Use Valuation Assessment (CUVA) instead of unrestricted fair-market valuation.

Qualifying property is assessed at 40% of its applicable current-use value.
10-year covenant
Georgia requires the property to remain in qualifying conservation use for a ten-year covenant period.
Breach matters
Changing ownership or use can trigger significant covenant consequences.
Before subdividing, selling, changing a farm/forest use or moving a residence onto covenant land, ask Thomas County Tax Assessors whether the action affects the existing covenant.
The Tax Assessors Office values taxable personal property including boats, airplanes, business equipment, inventory, furniture and fixtures.
Business property
Furniture, fixtures, equipment, machinery, inventory and supplies can require annual reporting.
January 1 status
Personal-property ownership is generally determined as of January 1.

Thomas County’s current tax information lists April 1 for personal-property returns.
