Ventura County 2026 Property Values & Annual Assessment Roll

2026 update: Ventura County Assessor Keith Taylor certified the 2026–27 Annual Assessment Roll at approximately $194.4 billion. The Assessor then began mailing approximately 250,000 Annual Value Notices to property owners in July 2026.

The value notice reflects the property’s assessed value as of the January 1, 2026 lien date. It is not the same document as the 2026–27 secured tax bill that the Treasurer-Tax Collector plans to mail in October.

How Proposition 13 Affects Ventura County Assessments

California Proposition 13 generally limits the annual inflation adjustment on a property’s existing factored base-year value to no more than 2%, unless a change in ownership, qualifying new construction or another reassessable event occurs.

No sale or major new construction

Many properties receive the standard annual adjustment within Proposition 13 rules rather than being reset every year to current market sale price.

Purchase or new construction

A change in ownership or qualifying new construction can create a new assessment or supplemental assessment.

Market value can still matter: Proposition 8 allows temporary reduction when the property’s market value on January 1 falls below its Proposition 13 factored value.
